Responsibilities

  • Support development of project M&E strategies, frameworks, plans and indicators to capture program performance and results
  • Contribute to the development and implementation of the Evaluation and Performance Measurement Plan to capture project performance and results
  • Ensure implementation of M&E activities, in collaboration with program staff and counterparts
  • Assist in planning and implementing systems for data collection, storage, analysis, and use
  • Ensure that data collection systems are in place, functional, timely and efficient
  • Support design and implementation of assessments, including development of data collection tools and processes, to inform program activities
  • Develop mobile data collection tools and processes for data collection and management
  • Create and use databases to capture, clean, and manage program data
  • Support the ongoing management of VMMC data in the DHIS2 database and other project databases (e.g., JADE)
  • Collaborate with counterparts at all levels to participate in and lead, as needed, M&E of program activities and data use for programmatic decision-making, including collection, entry, cleaning and validation, management, and analysis of routine data
  • Ensure accurate recording and timely reporting of VMMC indicators including adverse events
  • Monitor linkages to other services by recording referrals to STI treatment and HIV care and treatment services for HIV-positive men
  • Analyze data and synthesize results in graphs and dashboards as appropriate to inform programming and decision-making, including writing and compiling qualitative and quantitative results
  • Prepare data for and write reports capturing program results, success stories, challenges and lessons learned, including timely reporting to the donor CDC
  • Conduct data quality assessment (DQA) visits to validate the routine VMMC data and participate in the joint supervisory visits with MoH and onsite coaching
  • Monitor and update M&E workplans
  • Work closely with M&E Manager to facilitate all M&E capacity-building activities; support training of facility managers, health care providers and data clerks in the VMMC sites on data collection tools and processes, data use, indicators and collection of good-quality data for decision-making and reporting
  • Travel to project sites and trainings to assist in monitoring of program activities
  • Serve as a technical resource on M&E for the District VMMC Teams to ensure use of data on VMMC indicators from the facilities (and communities) to improve VMMC programing and strengthen the MoH VMMC information system
  • Work closely with the M&E Manager and District M&E Assistants to coordinate data management during VMMC outreach and campaigns
  • Participate in the external quality assurance activities implemented by USG and MoH
  • Assist in preparation of daily site reporting, and weekly, monthly & quarterly reports to CDC and PEPFAR, and contribute to other required technical reports
  • Ensure timeliness of reporting and dissemination of project information according to MoH, CDC and PEPFAR reporting guidelines
  • Develop and maintain excellent relationships with colleagues, CDC, MoH, and partners
  • Perform any other program related duties as assigned by supervisor which will facilitate achievement of program deliverables
