Specific Duties

1. Design and develop research strategies and analyse trends and developments in crisis- affected countries of the region which have a direct bearing on the formulation of prevention, response and resilience strategies and programmes at national and local levels.

2. Develop prevention, reconstruction and resilience strategies and programmes promoting employment and decent work for peace and resilience in fragile and post-conflict situations.

3. Initiate and maintain contacts with technical, economic and planning ministries and local authorities in crisis-affected countries and provide technical guidance in mainstreaming employment-intensive investment strategies to create employment, reduce poverty and increase resilience.

4. Promote the exchange of information, experience and good practices at national and regional levels and provide support to strengthen the capacities of different actors by promoting approaches based on the utilization and development of local resources: labour, materials, goods and services.

5. Support ILO constituents in developing pilot and demonstration programmes designed to make optimal use of local labour, materials and production to carry out public works and community projects and develop community assets.

6. Identify technical assistance and training needs and help to strengthen capacity both at country and local levels regarding the implementation of employment-focussed resilience and investment programmes.

7. Provide technical backstopping and support services to crisis-relevant projects in the region including the employment-intensive investment portfolio.

8. Support the development of the Jobs for Peace and Resilience (JPR) Flagship Programme in the Region to promote employment in prevention of and recovery from crisis and to tackle root causes of fragility, conflicts and disasters.

9. Undertake missions to develop and formulate comprehensive crisis response programmes to address the problems of unemployment and underemployment, including child labour and youth employment, and coordinate work plans for joint activities with other technical specialists.

10. Prepare policy and technical briefs and other promotion materials on crisis response strategies, programmes and activities of ILO in selected countries building on the ILO’s global experience and capacity on crisis prevention and response.

11. Actively participate in multi-agency job creation, livelihood and humanitarian working groups and taskforces, including within the context of United Nations Country Teams, and provide ILO inputs to such endeavours and disseminate the ILO’s Employment and Decent Work for Peace and Resilience Recommendation, 2017 (No. 205).

12. Maintain close contacts with national and regional representatives of the donor community and international financial institutions with a view to identifying funding opportunities and securing closer collaboration in the design and implementation of employment-intensive investment strategies and broader crisis response and resilience programmes.

13. Perform other relevant duties as assigned.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:
Generic Duties
  1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation. 
  2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
  3. Provide policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of development cooperation activities.
  4. Formulate and submit project proposals and seek funding.
  5. Evaluate the efficiency and effectiveness of the project activities.
  6. Undertake technical advisory missions independently or in collaboration with other specialists.
  7. Conduct seminars, workshops and technical meetings and training courses.
  8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.
  9. Write manuals and/or training guides on related topics.
  10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns.
  11. Monitor and coordinate research carried out by junior technical officers and external collaborators.
  12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).
  13. Participate in tripartite reviews on development cooperation activities and international meetings and conferences.
Required qualifications
Education
Advanced university degree in relevant disciplines such as social sciences, engineering, public administration and governance or related field, with demonstrated expertise in the relevant technical fields.
Experience
Eight years’ of relevant experience at the national level or five years at the international level, with operational experience in crisis situations.
Languages
Excellent command of English is required. Fluency in Arabic would be an advantage.
Competencies
In addition to the ILO core competencies, this position requires:

Technical
Proven ability to: synthesize research and reach empirically based conclusions on related subjects; provide seasoned advice on best practices, to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings; design and synthesize strategies for programme development in member States; produce reports (e.g. reports for regional conferences and International Labour Conference, technical publications, training manuals and draft resolutions) and evaluate and monitor development cooperation activities and projects. Good communication, presentation and negotiating skills, and appreciation of the tripartite structure and procedures of the ILO. Strong diplomatic skills. Ability to work under time pressure and meet deadlines.
