Description of Duties
Resource mobilisation and strategic engagement with partners
1. Identify and analyse new opportunities and upcoming trends in development cooperation finance and develop and implement ways for the ILO to benefit from these in order to increase levels of voluntary funding;
2. Prepare analytical briefs and resource mobilisation strategies;
3. Provide support and capacity building to local resource mobilisation by field offices through best-practice advice, partner intelligence and specific support for country-level resource mobilization efforts;
4. Be responsible for the development and promotion of core voluntary funding with ILO partners, seeking to expand the number of RBSA partners and new contributions to the RBSA;
5. Lead on the development and implementation of more flexible and lightly-earmarked as well as pooled funding modalities for ILO strategic priorities, including the Policy Outcomes and the Flagships and taking into account partner interests and UN reform trends.
2. Prepare analytical briefs and resource mobilisation strategies;

Contribution management
6. Manage the submission of proposals, ensuring quality and relevance to partner requirements, including in terms of formats and timing, including pro-active support to field offices for local engagement;
7. Propose and develop funding mechanisms for ILO partners to ILO programmes, especially for strategic priorities such as Policy Outcome and the Flagships, including appropriate pooled and parallel funding arrangements where feasible;
8. Coordinate and manage the negotiation of funding agreements with partners, ensuring compliance with ILO rules, regulations, directives and procedures etc.;
9. Plan, manage and follow-up on annual consultations and review meetings with partners.

Portfolio Monitoring
10. Ensure and facilitate the timely start-up and closure of projects;
11. Maintain oversight of project portfolios by partner, ensuring compliance with contractual obligations of funding agreements, including reporting in line with ILO quality standards and agreed timing;
12. Handle formal correspondence with partners in relation to signed agreements and related internal instructions;
13. Represent the RMU at international, regional and national fora on issues of the assigned technical area and to undertake field missions as required;
14. Undertake other duties as required.
11. Maintain oversight of project portfolios by partner, ensuring compliance with contractual obligations of funding agreements, including reporting in line with ILO quality standards and agreed timing;
12. Handle formal correspondence with partners in relation to signed agreements and related internal instructions;
13. Represent the RMU at international, regional and national fora on issues of the assigned technical area and to undertake field missions as required;
14. Undertake other duties as required.
Required qualifications
Education
Advanced university degree in economics, social science, international studies or other relevant field.
Experience
At least seven years of professional experience in the formulation, management, implementation, evaluation or funding of development cooperation programmes, of which at least three years at the international level. Prior knowledge of key ILO policy areas and programmes.
Languages
Excellent knowledge of one English, and good working knowledge of French or Spanish.
Competencies
• Sound knowledge of the roles of and interrelationships among, international organizations and national governments in the development cooperation process and/or sound knowledge of socio-economic conditions in several countries.
• Excellent knowledge of development cooperation principles, concepts and techniques. Knowledge of economic and social conditions of various countries.
• Demonstrated skills and ability to perform complex analyses on a wide range of factors, requirements, policies and priorities for the assessment and implementation of projects.
• Ability to advise national governments and partner agencies on development cooperation processes and requirements and project formulation and feasibility.
• Ability to successfully mobilise resources.
• Ability to represent the office on development cooperation matters
• Demonstrated capacity to provide relevant and effective technical advice on the technical area and related topics.
• Ability to conceptualise, design, plan and implement research work including analysis of complex cross-national practices and data sets.
• Ability to participate effectively in technical missions and decent work teams.
• Ability to guide and coordinate the work of external collaborators, general service staff and young professionals in the area of specialization.
• Ability to formulate new concepts and methodologies.
• Excellent writing skills to draft reports and prepare guidelines relating to programme development and implementation. Ability to provide technical support to senior specialists carrying out research, project formulation and implementation.
• Excellent analytical skills and knowledge of analytical tools, and qualitative and quantitative techniques.
• Good computer skills.
• Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
• Excellent knowledge of development cooperation principles, concepts and techniques. Knowledge of economic and social conditions of various countries.

Conditions of employment
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
- The first contract will be issued for a twelve-month period.
- Any extension of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
