Description of Duties
The Project Manager will be responsible for the technical implementation of the project, both in Egypt and Tunisia. As such she/he will be responsible for the timely delivery of outputs in accordance with the project work-plan and other requirements. He/she will be supported by National Project Coordinators and an administration and finance team based in Tunisia and in Egypt.

The incumbent will be specifically required to:

1. In consultation with relevant technical units, develop the detailed planning documents based on the approved project implementation plan and ensure needed approvals in cooperation with key stakeholders, DWT/Cairo Director and programming unit, backstopping specialists and the donor;

2. Design, implement and monitor all project activities required for the timely and effective achievement of the project objectives;

3. For this purpose, establish and maintain close working relations with key stakeholders of the project both in Egypt and Tunisia; raise their awareness of women employment challenges and respond to any requests for technical assistance in this area; also establish and entertain close working relations, at the technical level, with other projects, donors and stakeholders programmes and organizations, not directly involved in the project implementation but relevant to the achievement of its objectives;

4. Manage efficiently the human resources of the project including recruitment, performance and talent management aspects;

5. Prepare timely progress reports as required by the donor and ILO, ensuring completeness of the information provided, extracting lessons-learned and swift implementation of mitigation measures; this will include close monitoring of all activities under his/her supervision, including through regular field missions; organize annual progress review meetings with the key stakeholders of the project to review accomplishments, challenges and review/define ways ahead;

6. Liaise with other UN agencies and other entities, including through the UN Country team and the relevant Development Partners Groups to promote ILO's added values on gender equality and decent work, increase the projects' visibility and facilitate the scaling-up of the project's interventions;

7. Ensure proactive and efficient workflows with DWT/CO-Cairo core staff, including admin/finance, and programme, in processing administrative, financial and programming tasks of the project; this will include the preparation of all technical documentation (TORs, minute sheets, request orders) for all contracts and purchase orders; prepare budget estimates and monitor expenditure forecasts;

8. Coordinate with relevant technical specialists within DWT/CO-Cairo and relevant units at HQ; ensure adequate coordination with other DC Projects in Egypt and Tunisia;

9. Develop knowledge sharing tools to strengthen partnerships, share good practices and foster networks of government policymakers, workers' and employers' organizations and civil society organizations to reach the project's goals;

10. Ensure, in collaboration with the DWT/CO-Cairo Communications officer, the efficient communication on gender equality and employment in Egypt and Tunisia and on the results achieved by the project;

11. Perform other duties as may be assigned by the supervisor.
Required qualifications
Education
Advanced degree in economics or social sciences, complemented with demonstrated expertise in the relevant technical field.
Experience
At least seven years' experience in international development cooperation including three years at the international level and three years of experience in the areas of gender equality and employment. Prior UN or international programme management experience in this field and work experience in Egypt and/or North Africa would be an advantage.
Languages
Excellent command of English and French are required. Good working knowledge of Arabic would be an advantage.

- Ability for planning and establishing priorities, coordinating and monitoring the work of others, and delegating responsibility where appropriate;

- Knowledge of project planning, management and financial procedures with different donors;

- Positive attitude and openness to accept different viewpoints and guidance from higher levels;

- Resourcefulness, initiative, and maturity of judgment;

- Ability to handle effectively multiple tasks without compromising quality, team spirit and positive working relationships;

- Proven ability to mainstream gender equality concerns in employment policies and programmes, as well as cultural, religious, ethnic and age sensitivity and adaptability;
- Proven ability in setting up institutions at local, regional and national level; with an experience in Egypt or other countries in North Africa;
- Excellent computer/information application skills, including word processing, data analysis and spreadsheets using common versions of software;
- Strong results orientation;
