Division & Project Overview
The Pennsylvania-based Center for Human Services (CHS) office operates under the US-based Health, Education, and Training Programs division. CHS began serving the people years ago, and continues to do so by working with communities to meet today’s challenges and take advantage of tomorrow’s opportunities by improving access to education, health, and social services for those most in need.

Roles and Responsibilities
The Center for Human Services is looking for an evaluation expert, with a team-oriented attitude for training others and a professional demeanor for interacting with stakeholders and program users, to design and undertake a program evaluation. The evaluation plan must be consistent with the requirements of the program. The Evaluator reports to the Principle Investigator.
Specific responsibilities include, but are not limited to the following:
  • Develop Evaluation and Performance Measurement Plan, including Data Management Plan and timeline for data collection.
  • Participate in and collect additional data for the project.  
  • Work with staff on using evaluation findings to support continuous program quality improvement.
  • Identify and apply the appropriate evaluation methodologies and research designs needed to test implementation of the program or answer specific research questions.
  • Analyze data and develop a final report of results and recommendations.
  • Construct project databases, guidelines on data collection
  • Coordinate with Project Director and other team members on site to collect and abstract data.
  • Identify problems in and improve the quality of data collection and/or reporting.
  • Encode surveys into electronic format for use on laptop computers by survey personnel, if needed.
  • Improve the quality and utility of program data collections.
  • Gather, mine, and manage electronic data as required for a variety of reports, including the development of spreadsheets, and content for statistical reports.

Minimum Qualifications:
Required Experience & Qualifications 
  • Advanced degree in education, social studies or related field
  • Minimum of ten (10) years of experience in conducting program evaluation, data collection and data analysis.
  • Demonstrated experience in developing evaluation designs and evaluating programs at the local, regional and national levels.
  • Demonstrated experience in collecting, analyzing, and interpreting data.
  • Knowledgeable about quantitative, qualitative, and mixed methods.
  • Knowledgeable about minor information technology requirements.
  • Knowledge of interviewing techniques.
  • Ability to conduct literature reviews.
  • Good written and oral communication skills, with ability to give written and oral reports.
  • Ability to travel to perform job duties and responsibilities.
  • Experience working with federally-funded projects or studies.
  • Experience conducting focus groups and interviews.
