Public Finance Specialist
Position Location:	Cairo Egypt
English Description:	IBI is searching for a Senior-level public accounting and finance specialist for an anticipated USAID accountable governance project in Egypt. The project is designed to strengthen internal control, cash management, and financial reporting functions in Egyptian ministries at the national level. The project will begin in the first half of 2018.
Key Responsibilities:	The Public Finance Specialist will assist Egyptian Government officials in evaluating their current accounting and financial controls, make recommendations to improve controls and better manage government spending through management of government accounts, and provide financial management support pertaining to the disbursement, tracking, validation, and recording of expenditures of funds, including training. Additional technical support in financial reporting and audit-readiness will also be required.
Key Qualifications:	Minimum 10 years of experience in in the accounting and/or Finance field. Advanced degree in Accounting, Business Administration, or a related field. Qualified Professional Accountant (CA, CPA, ACCA, etc.). Expert knowledge of GAAP or IFRS accounting standards Fully computer literate, experience with an national financial management system (FMS) preferred 5 years of international consulting experience on donor-funded projects, with a preference for USAID experience in North Africa and the Middle East and specifically Egypt Egyptian citizens strongly encouraged to apply Consulting experience working with Host Country Governments at the national and/or sub-national level, specifically with Ministries of Health and Education Capacity building and training experience in the area of accounting and Finance Fluent in English, working capability in Arabic
