Background

A fundamental government responsibility is providing information and services aimed at improving the social and economic welfare of its citizens. During the first phase of the A2I project, fundamental progress has been made in improving access to public services. However, it is critical to expand the breadth and width of such simplified services and improve the service delivery model to counter the impact of widespread outdated manual processes, resistance to change by civil service staff and a lack of transparency that still frustrates citizens in their attempts to avail of government information and services. The objective of the project is to increase transparency, improve governance, and reduce the time, difficulty and costs of obtaining government services for under-served communities of Bangladesh. This is to be achieved by the following 4 components of the project: Component 1: Strengthening existing e-services and launching a second generation of integrated, inter-operable e-government applications; (e-Service) Component 2: Sensitizing government officials, training for service providers and expanding digital literacy among the general public; (Capacity and Awareness) Component 3: Forging strong policy and strategy links to ensure implementation of needed legal and regulatory changes in support of the project; (Enabling Environment) and Component 4: Promoting innovation in the delivery of e-services. (Innovation) The project is funded by the Government of Bangladesh, UNDP and other development partners, and is implemented by ICT Department and Cabinet Division. ‘Access to Information II is looking to recruit National Consultant MIS Support to e-file Implementation for 220 working days over 11 months, who will support in proper implementation and efficient management of e-nothi, National portal in different levels of the government along with other m/e-services. Objectives: The overall objective of the assignment will be the following: Support to develop implementation methodology and plan for implementing e-services including e-nothi and National Portal. Co-ordination  with the relevant government agencies to provide support for the implementation of e-file, portal and relevant e-services. Establishing regular and sustainable monitoring mechanism for e-services. Support in developing a mechanism for including all filed level govt. office with Ministries and Directorates along with their all subordinate offices into National Porta, e-nothi system and ensure implementation in full swing Support to develop training and workshop plan regarding sensitization/ motivation of all filed level govt. office with Ministries /Directorates and their subordinate offices for the efficient management of e-services.

Duties and Responsibilities

e-nothi system of Bangladesh has included 3500 government offices so far across the country and this is a combination of Upazila to Ministry level offices. National portal of Bangladesh has included 40000 government offices so far across the country and this is a combination of Upazila, Union to Ministry level offices. It’s a huge challenge to provide technical/ non-technical support on regular basis for proper materialization of the system . To do that continuation of persuasion and monitoring is required. a2i has to provide continuous support/ suggestion for implementation to run the system smoothly. Furthermore, to make e-file system more user friendly and efficient, we need to receive feedback from all walk of users. To cover the whole country a2i need to assign some dedicate individuals who will engine in following activities related-file: Develop implementation methodology and plan for implementing e-nothi, National portal at both Ministries-Directorates and their subordinate offices. Establishing regular and sustainable support mechanism for implementing e-nothi and National portal. Support in designing related policy guidelines and legal basis. Coordinate with relevant government agencies to provide assistance for EUT,   ToT and RT(Refreshers’ Training) and provide necessary implementation support. Function as an effective team member of e-Service component of the project. Any relevant tasks to be assigned by the National Project Director or Project        Director. Assist in portal, e-filing system development, enhancement and maintenance. Perform R&D tasks to explore new effective features can be included into the system. Database configuration and staging data population at testing, training and pre-production servers and required checking. Assist in pre-production to go-live. Assist Senior Software Engineer in database management, vendor management and co-ordination with data center. Assist implementation team during roll-out period. Maintain version control and issue tracker in change management. Error log management in troubleshooting. Providing technical knowledge to the implementation team members. Providing support, including procedural documentation and relevant reports. Develops software solutions, conferring with users, data usage, and work processes, investigating problem areas, following the software development lifecycle. Deliverables Deadline Submitted draft inception report mentioning the work list with time frame 20 days of Contract Signing A plan for the implementation of e-file, National portal in Ministries, Directorates and their subordinate offices in full swing 40 days of contract signing Develop update training manual and video tutorial and to conduct TOT, end user training and refreshers’ training on e-file in Ministries, Directorates and their subordinate offices in full swing 60 days of contract signing Suggest a path to sustainability for ensuring regular update and maintenance of e-file and National portal 80 days of Contract signing Coordinate with the concern officers to monitor the progress of the implementation of e-file system, National portal and assess the overall performance of the system 100 days of Contract signing Conduct necessary workshops, orientations and other capacity development initiatives on system development and deployment for the service providers 120 days of Contract signing Prepare and deliver a report on R&D tasks to explore new effective features can be included into the system. 140 days of contract signing Database configuration and staging data population at testing, training and pre-production servers and required checking for more than 7000 office based o requirements. 160 days of Contract Signing Deliver a report on database management, vendor management and co-ordination with data center. 180 days of Contract Signing Prepare and deliver a report on version control and issue tracker in change management. 200 days of Contract Signing Prepare and deliver a report on training providing technical knowledge to the local office admin and infrastructure assessment. 220 days of Contract Signing Supervision and Performance Evaluation. The National Consultant MIS Support to e-file Implementation will be working in the e-service team with the Director (e-service) of Access to Information – II Project. Timeframe and deadlines: The assignment will be for 220 days over 11 months. Reports: The activities done by the incumbent will be regularly monitored by the Domain Specialist of Access to Information-II Project. The incumbent will be paid on deliverables basis.

Required Skills and Experience

Academic Qualifications: Bachelor’s in Engineering in Computer Science & Engineering/Computer Science/Information Systems/ IT or Masters in any discipline with 01 years Diploma in ICT Subject.  Years of experience: At least 5 years working experience Minimum 2 years’ experience in ICT. AT least 3 year experience in Software Support service, Helpdesk/Call Centre or in CRM Operation for IT Solution Evaluation of the Candidates: Individual consultants will be evaluated based on the following methodology. Cumulative analysis- The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as: Responsive/compliant/acceptable; and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation; Technical Criteria weight; 70 marks.Only candidates obtaining a minimum 49% mark in technical evaluation will be considered eligible for financial evaluation. Technical Evaluation Criteria (Total 70 marks): Criteria Max. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula: p = y (µ/z) Where: p = points for the financial proposal being evaluated; y = maximum number of points for the financial proposal; µ = price of the lowest priced proposal; z = price of the proposal being evaluated. Travel All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
