Provide technical support to the field office, implementing and operational partners and the GBV Sub Sector in the planning, development and implementation stages of programmes and strategic plans; ensure programming is undertaken in line with the Core Commitments for Children in Humanitarian Action and IASC GBV Guidelines. Undertake field visits and assessments to monitor and evaluate project implementation, identify problems and propose remedial action. Identify alternative courses of action/tools needed to accelerate / improve programme delivery.
  • Provide technical support with formulation, design, planning, implementation, monitoring and evaluation of GBViE projects to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives.
  • Provide training to implementing and operational partners on GBV prevention, mitigation and response in emergencies, as well as the development of referral procedures and improving procedures/practices around case management.
  • Liaise with gender Specialists within UNICEF to ensure integration of GBViE principles.
  • Support partners to implement and utilize GBVIMS/PRIMERO for GBV-related information collection, management, storage, analysis and sharing.
  • Provide technical support on the development of relevant UNICEF programming strategy documents, advocacy and policy documents to address GBV.   This should include ensuring that UNICEF has programs in place to distribute supplies such as dignity kits.
Work with the child protection section and other UNICEF sectors and across agencies and Sectors to ensure GBV prevention and response is adequately addressed and coordinated across sectors and humanitarian interventions.
  • Provide technical assistance (including training support UNICEF staff and partners) and led the implementation of IASC Guidelines on Gender-Based Violence Interventions in Humanitarian Settings across UNICEF led and supported sectors, including the GBV Sub Sector.
  • Support the GBV Sub Sector to develop new and/or adapt existing training materials to the local context and implement relevant training sessions for multi-sectoral prevention and response actors.
  • Assist GBV Sub Sector and child protection sub sector to work together to promote comprehensive care for both children and adult survivors of GBV (i.e. ensuring the GBV-related Standard Operating Procedures appropriately address the needs of child survivors).
Provide support to UNICEF CP sections as well as other sections such as WASH, Health, Education, Nutrition, etc., to ensure that GBV prevention and response is adequately addressed as a cross-cutting issue.
  • Support in close coordination with the Gender and WASH Specialist, health, C4D, education, and other programme sections and response sectors as required the overall analysis of needs and priorities specific to women and girls including dignity, safety, health, GBV/protection priorities related to water, sanitation, hygiene with a specific focus on menstrual hygiene management. and sustainability concerns.
  • Work through partners to test and refine programming approaches for GBV prevention and risk mitigation responding to the needs of girls and women based on dignity, safety and sustainability considerations.
  • Coordinate with other technical working groups/sub sectors e.g. CASH to ensure the complementarity of the sectoral intervention, as well as with other clusters/coordination platforms to identify opportunities for integrated/cross-sectoral interventions and to ensure the provision of GBViE services and referrals are appropriate and operational.
Ensure sufficient financial and human resource capacity is in place to effectively achieve goals noted above; manage donor, budget and programme reporting.
  • Promote and facilitate the inclusion of GBV into humanitarian appeal processes and documents.  As needed, also support reporting and writing funding proposals.
  • Attend technical cooperation meetings to undertake follow-up related to implementation of recommendations and agreements.
  • Prepare programme reports for management as required.
Serve as UNICEF focal point to provide information relevant to media, research groups and similar agencies and NGOs in the area of gender-based violence in emergencies.
Support the PSEA Focal Point for UNICEF Field Office Cox’s Bazar as needed.

To qualify as an advocate for every child you will have…
  • Education: Advanced university degree in Social Science, Gender or related technical field (e.g. Protection, Public Health, International Development, Human Rights).
  • Experience: At least 5 years of professional work experience at the national and international levels in programme planning, management, monitoring and evaluation on addressing GBViE. Relevant experience in programme/project development and management in an international organization is an asset. Knowledge of gender and development and one or more other relevant areas (e.g.: behaviour change, health promotion, community development, education, etc.
  • Language: Fluency in English is required.  Knowledge of another official UN language or a local language is an asset.
