Responsibilities
The Information Systems Officer will be responsible for the coordination and delivery of sustainable ICT systems and solutions. This includes: project management, coordination of activities related to technical requirements, technical delivery and related administrative processes as well as providing advice to project teams. H/She will lead software development efforts for project teams composed of technical staff and provide technical advice to senior managers, Team Leads and other technical staff. The Information Systems Officer will perform the following specific duties:

•Manage projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, acts as a team leader of a development team with responsibility for major components of the more complex systems.
•Develop project plans, detailed system and other functional specifications and user documentation for major systems.
•Estimate financial and human resource requirements for projects and manage project budget and project resource allocation; plan and schedule project timelines and document project tasks (work breakdown structure) and resource requirements, develop full scale project plans in coordination with the business users; monitor project deliverables and milestones and present reports to the Project Board and ITS Management on project progress, problems and solutions.
•Provide specialized advice to users, analyzing users’ requirements and translating these into new applications; determine application systems integration and linkage issues.
•Maintain, upgrade or enhance existing user systems; troubleshoot and provide continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. 
•Research, analyze and evaluate innovative technologies and make recommendations for their deployment.
•Participate in writing reports and papers on systems-related topics, system requirements, information strategy, etc.
•Facilitate communications between IT and its clients for good client relations. Serve as coordinator in the development of Service Level Agreements (SLAs) between the client and IT, for either specific IT services or general technology support, including any charge back mechanisms.
•Handle all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users.
•Formulate project budget submissions, including Extra-Budgetary and Service Delivery budgets. 
•Monitor project expenditures and cost-recovery reconciliations.
•Assist in the production of all financial reports and audit tracking.
•Provide guidance to, and may supervise, new/junior staff, consultants, etc.
•Perform other work-related duties as may be required.
Competencies
•Professionalism: Has knowledge of information technology/information management, particularly in systems analysis, database design and programming. Has knowledge of several high-level programming languages. Has significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object-oriented design, relational systems, scripting and query languages, document design and management, hardware and software requirements, systems facilities and execution protocols. Has strong analytical and problem-solving skills, to include proficiency in the development and implementation of systems of moderate size/complexity. Has knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Has demonstrated experience with producing financial project cost plans. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education
An advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. PRINCE2 Practitioner/ PMP and ITIL certifications are required.
