Tasks and responsibilities
The work to be undertaken in 2018 consists of three main elements:
1- Lead the completion of the outstanding elements of the initial implementation of BC that was undertaken in 2017 and provide support to the following:
- Support the approval process for the ORMS/BC Policy
- Train members of the BC response teams that did not attend the earlier walkthrough exercises
- Lead implementation/approval of the staff BC awareness programme
- Issue the BC Guidelines
- Update and re-issue the Critical Incident Guidelines
- Complete of the outstanding BC Plans for Headquarter entities
- Validate of the plans not yet validated through exercising (OCC, CIO, TCI)
2 - Setting up of a regime of Maintenance, Exercise and Review for the ORMS
The regime of Maintenance, Exercise, and Review is detailed in the draft BC Guidelines, which explain the BCM (Business Continuity Management) process. Assist the BC Manager and Coordinators, in completing the four different stages, which need to be undertaken during 2018 for HQ in Rome and the SSC in Budapest:
- The analysis stage: update the requirements for BC.
- The design stage: update FAO’s recovery and resilience capability and identifies any gaps between that capability and the BC requirements. 5.3 Implementation
- The implementation stage: keep up-to-date the contingency plans to be used by the response teams for Incident Response and Recovery, and develop any new plans required.
- The validation stage: the means by which the BC arrangements are kept up-to-date, effective, and improved
- Organize a BC incident response exercise for headquarters and/or SSC Budapest Offices
3 – Roll-out the implementation of BC to all Decentralized Offices
Plan and implement the roll-out of the Organization’s ORMS and BC Plans to Decentralized Offices, in particular through:
- Review inventory of existing BC plans in the Decentralized Offices
- Prepare training material for the Decentralized Offices, e.g. videos/guidelines, to introduce the project, how to prepare a BC and how use the BC plan to respond to an incident
- Assist to local staff in identifying the urgent activities (those that need to be recovered within 1 month of a disruption) and the resources required to undertake each activity at a minimum acceptable level of service, to prepare the BC Plans
- Identify the local team to be responsible for using the BC plan
- Train the local teams on site or remotely
