The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill the position of Human Resources Officer at P2 level, which will be based in the Policy and Planning Branch of the Human Resources Division at our Headquarters in Rome, Italy.


Organizational Context

The HR Policy & Compliance unit supports the formal development, interpretation, and application of rules and guidelines that ensure that WFP has a fit-for-purpose workforce.
To successfully achieve this, the branch manages the following key responsibilities:

  • Develop the manual provisions for conditions of employment under the FAO rules and regulations.
  • Provide quality assurance to ensure that references to the manual sections are in line with the corporate direction.
  • Contribute to the ICSC framework and interpret the results for WFP.

Responsibilities

Under the direct supervision of a senior HR Officer, and overall guidance of the Chief, Staff Relations & Policy Branch, the Human Resources Officer will:

  • Identify, develop, formulate, review, update, interpret and communicate WFP's human resources policies and procedures.
  • Assess the adequacy of existing HR policy issuances, identify issues that require change, propose modifications and draft the related policy papers, to meet the organizational needs as well as changes within the United Nations Common System. Ensure that HR policies are up-to-date and disseminated WFP-wide.
  • Undertake research on HR matters, including exploring practices in the UN Common System and other inter-governmental organizations and prepare recommendations accordingly. Ensure that HR policies are up-to-date and disseminated organisation-wide.
  • Coordinate policy review and consultation with stakeholders, including WFP HR management, Regional and Country Office HR Officers, the Legal Office and Staff Representatives through the established channels
  • Provide guidance to managers, HR offices within HRM, Regional and Country Offices to ensure consistency in the application of policies and practice across the Programme.
  • Prepare reports, position papers, and presentations related to HR policy and inter-agency matters for HR management. Collaborate with other Rome-based and other UN agencies on HR policy initiatives and reviews.
  • Propose and coordinate responses to inter-agency queries on HR policies and procedures. Participate in Rome-based agency and UN inter-agency working groups on issues of common interest.
  • Develop appropriate communication plans and consistently communicate with stakeholders within and outside of WFP on existing and new regulations, rules, policies and practices.
  • Ensure that the WFP HR Manual is kept updated on specific areas of work.
  • Contribute to systematic on-going feedback mechanisms for evaluating policy impact and effectiveness, and mechanisms for respective policy updates and changes, taking into consideration evolving organisational goals and needs.
  • Perform other related duties as required.


Qualifications of Successful Candidate

  • Advanced university degree in human resources management, public administration, business administration, social sciences, law or similar discipline.
  • At least 3 years of relevant work experience in human resources management or administration preferably in a UN context or in an international organization.
  • At least 1 year experience developing/drafting HR policies development, and procedures, and at least 1 year experience assisting in formulating positions for representing changes to leadership.
  • Knowledge and application of the WFP, UN or other international organisation HR regulations, rules, policies and procedures in Field setting.

  • Interpersonal relations: Solicits and incorporates varied concerns and perspectives of others in daily work. Recognises and defuses potentially confrontational situations; Participates in cross unit/divisional work in a manner that fosters strong partnerships.
  • Team work: Adjusts team or branch’s approach to embrace changing circumstances. Has good leadership and supervisory skills; co-ordinates group activities, ensuring that roles within the team are clear; Able to work effectively, collaboratively and respectfully in a multi-cultural environment and contribute to a collegial team environment.


Language

  • Working knowledge (proficiency/level C) of English.
  • Intermediate knowledge (level B) of another UN official language (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one of WFP’s working languages).


Terms and Conditions

Selected candidate will be employed on a fixed-term contract with a probationary period of one year.
