The constitution RDTL provides a provision of special status to Oe-Cusse, stating that it shall be ‘governed by a special administrative policy and economic regime’ (Article 71, Clause 2) and a law on Oe-Cusse has recently been passed by the National Parliament. 
 
UNDP has been providing Policy advice to the Special Economic Zone for Social Market Economy (ZEESM) Office since its establishment and has developed a program to support ZEESM conceive, establish and support governance and sustainable and innovative development structures and systems in Oe-Cusse. The framework for UNDP’s support to Oe-Cusse ZEESM is built around two components: (i) governance (ii) sustainable and innovative development. Thus, as part of the roll out process of ZEESM there is a need to formulate policies and provide high quality advice to support priority areas that have clear and strong forward linkages to the ZEESM. The proposed assistance is aligned with the priorities of the Fifth Constitutional Government as articulated under Timor-Leste Strategic Development Plan 2011-2030 to establish special zones of social market economy to transform the lives of the people of Oe-cusse with an integrated approach to sustainable, social and economic development. 
 
To help make the shift from subsistence farming to modern farming, UNDP (in partnership with ZEESM) has initiated the OE-CUSSE AGRIBUSINESS DEVELOPMENT PROGRAM. The overall strategic objective of this program is to foster sustainable livelihoods in Oe-cusse through agribusiness development.
 
The operational procedure of the OE-CUSSE AGRIBUSINESS DEVELOPMENT PROGRAM will follow a process defined by logic steps as described below:
 
1. CONFORMATION OF TERRITORIAL PLATFORMS:      
• Public presentation of the Program in the selected Sucos and to all the community;
• Sing act of creation of the group and its objective, participants and results.
 
2. IDENTIFICATION OF COMMON INTERESTS:
• Identify local current production and value chains;
• Agree on common objective(s), SWAP analysis of local production; 
• Develop a participative analysis of each identified value chain; 
• Develop a participative problem tree of each identified value chain.
 
3. PRIORITIZATION OF PRODUCTIVE SECTORS:
• Establish value chain selection criteria;
• Score productive sectors against the criteria;
• Select highest ranking sectors for further investigation;
• Quick livelihood/power analysis of selected sectors via participatory workshops.
 
4. PILOT PROJECT ELABORATION:
• Develop de project idea to address identified problems and contains in the prioritized value chain.
 
5. PILOT PROJECT SELECTION BY PROGRAMME BOARD AND WORKING GROUP:
• Final selection of sectors against selected criteria;
• Economic value: Income generation and respond to market need;
• Social value: creates opportunities for the excludes ones (youth and women);
• Environmental value: sustainable production;
• Public presentation of selected projects.
 
6. PILOT PROJECT EXECUTION
• Initiate production (monitored by specialists).
 
UNDP is looking for an enthusiastic person for the position of Production Specialist in Oe-Cusse. The person will work under the direction of the Regional Secretary of Agriculture and Rural Development (ZEESM), and the UNDP Project Manager. The person will be responsible for the implementation of the “production” component (fruits/agro-forestry production) of the OE-CUSSE AGRIBUSINESS DEVELOPMENT PROGRAM.
 
Duties and Responsibilities
Under the supervision of the Project Manager (PM), and the Regional Secretary for Agriculture and Rural Development RAEOA&ZEESM, will execute and ensure specific activities for the implementation of the OE-CUSSE AGRIBUSINESS DEVELOPMENT PROGRAM development and related activities of ZEESM Project.
 
Support the implementation of all 4 above mentioned steps of the Program. 
1. Prepare and coordinate meetings and workshop;
2. Design in collaboration with the rest of the team, the methodologies and template for the implementation of each step of the OBI;
3. Write quaterly reports. 
 
Pilot project including a Business Plan for investment for at least 4 local agri-businesses:
 
• Initiate, create the local platforms and develop long-term relationships with local agri-businesses to foster their capacity for production and investment;
• Assess the needs, constraints, strengths and weaknesses of each idea or local agri-business;
• Facilitate agri-business planning to identify and establish sustainable agri-businesses;
• Develop the business plans for investment of at least 4 local prioritized sectors/products;
• Identify training needs of local agri-businesses;
• Facilitate capacity building of small farming enterprises to address identified weaknesses;
• Develop a strategy/schedule to mentor and monitor the implementation of the business plans selected for investment.   
 
Knowledge Building and sharing:
 
• Implement 2 specific trainings (1 day each) for the local agri-businesses on production. The training sessions should focus on addressing problems previously detected in the local agri-businesses;
• Co-ordinate with other development partners currently involved in production in Dili and in Oe-cusse to help solve production issues of Oe-cusse producers;
• Perform any other activity required by the project.
 
EXPECTED OUTPUTS AND DELIVERABLES:
• Develop 4 pilot projects that include a business plan (ESSENTIAL);
• Report on 2 specific trainings (1 day each) for the local agri-business on production and 1 document with the knowledge shared in the training;
• Report on production conditions and lessons.
 
  
Impact of Results:
 
The key results have an impact on the overall project efficiency in agri-business development in Oe-cusse.  Accurate analysis and presentation of information enhances UNDP credibility in use of resources and proper process management. The information provided facilitates decision making of the project management.

Required Skills and Experience
Education:
• Bachelor Degree in Agriculture, Engineering or related areas;
• Master degree in Agriculture, Engineering or related areas.
 
Experience:
0 (Zero) years of experience for Master’s degree and Two (2) years of experience for Bachelor degree as follows: 
• Experience in production processes in the agricultural sector; 
• Experience in one of the following sectors: (coffee, peanuts, candlenuts, mango, papaya, apples, grapes, oranges, rice, mungbeans, red beans, cattle, goats);
• Experience in develop project proposal;
• Computer fluency (in particular, knowledge of WORD and EXCEL);
• Has experience with UNDP (a very strong advantage).
 
Language Requirements:
• Fluency in English (written and spoken) is an advantage; 
• Working knowledge of Tetun or Baikeno is compulsory;
• and Portuguese is an advantage.
