    Project monitoring and reporting and efficient information sharing are critical in ensuring quality programme implementation and achievement of planned results in all UNICEF sections. In the past ten months, through the technical support of external consultant, the Learning for Development Section has created a solid system of monitoring programme implementation, tracking data and indicators and reporting for ECD, Lifeskills and citizenship education (LSCE) and violence in school interventions and there is a need to continue maintaining the system and ensuring smooth and interrupted data and information management as well as monitoring and reporting functions in the Section.
    Purpose of the Assignment
    Under the guidance of the Section Chief, the contractor will strengthen data collection, monitoring, reporting and info management for three key areas of focus: ECD, LSCE and violence in schools by providing timely and quality information management, monitoring and reporting support.
    Major Tasks to be accomplished:
    The consultant will provide three specific types of support to the ECD, LSCE and violence in schools programming interventions:
    Data collection and Monitoring:
    • Systematically collect, analyze and make available data for key indicators of the Annual Management Plan and Rolling Annual Workplans (Education and ADAP) and regular reporting to donors
    • Participate in monitoring missions to project sites with other Section staff in Jerusalem and Gaza, record and analyze findings in the field monitoring reports
    • In coordination with UNICEF Regional Office in Amman, participate and support completion of the study on Out Of School Children in Palestine and other relevant research projects
    • As Section’s Focal Point for Situation Report (SITREP), update Gaza Humanitarian Performance Monitoring Sheet
    Reporting:
    • Prepare draft inputs into end of the year UNICEF’s Results Assessment system (RAM)
    • Prepare and disseminate reports, presentations, and briefing documents as requested for the CO Senior Management, government and NGO partners
    • Collect updates on work progress from L4D Staff and draft weekly newsletter ” Week in Review”
    • Participate as appropriate in meetings with government, UN and NGO partners to collect latest updates on progress of education and adolescent initiatives and keep abreast of the last information and updates.
    • In collaboration with the Communications Section support visibility of UNICEF's role in education and adolescent programming including undertaking field visits to UNICEF project sites to collect visibility and communications materials, including human interest stories.
    Expected Deliverables
    • Progress reports to UNICEF on the agreed workplan outputs to be submitted monthly.
    • Quality data and information on the implementation of L4D programme consolidated on regular basis and provided to internal and external stakeholders as needed
    • Monthly inputs into SITREP
    • Monthly preparation of Field Programme Monitoring Plan
    • Relevant inputs into donor proposals (including information on statistics, situation
      analysis, etc.) as needed
    • Quality inputs provided into development of communication and PR materials
    Frequency of Reports:  monthly reports to chief of section
    Recourse: UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines.
    Qualifications of Successful Candidate
    Education
    University degree in education, social sciences, communication or a related field.
    Years of relevant experience
    At least three years of relevant professional field experience, including at least one year in monitoring and evaluation and/or information management and reporting. Experience with UN in the Education and/or Adolescent Sector is an asset.
    Language Proficiency
    Fluent in oral and written English is essential. Knowledge of Arabic is an asset.
