Under the guidance and supervision of the RH-Youth Specialist, the Programme Assistant - Youth will support youth project activities of implementing partners (IPs) for effective planning, implementation, monitoring and reporting.
Duties and Responsibilities
Assist in ensuring that youth priorities are integrated in areas of work of IPs and UNFPA:
  • Intensively work with IPs on promotion of effective community and youth participation in programme implementation;
  • Assisting youth groups including Y-peers network to understand programme objectives and provide inputs for local programme components in accordance with agreed upon procedures;
  • Facilitate participation of youth groups in Coordination bodies of NGOs to represent youth needs and ideas;
  • Facilitate regular meetings of youth groups with the Coordination bodies of NGOs for providing directions on local project development, implementation and monitoring;
  • Provide support to build capacity (skills, leadership, management, etc.) of local NGOs volunteers and other key partners, and support follow up actions;
  • Actively assist networking of different youth led initiatives;
  • Ensure proper coordination with the P&D, RH and GBV teams for proper integration (financial and technical) of youth projects across components;
  • Provide support in the identification, systematization and reporting of good/promising practices and lessons learnt.

Research support:
  • Support in the design and management of specialized data banks using IPs information from project implementation on (i) Programme/projects profiles, for development, implementation and evaluation purposes and (ii) best practices in programme design/implementation for knowledge sharing;
  • Consolidate and maintain the inventory of pipeline youth projects for submission to donors for co-financing.

Administrative and financial monitoring:
  • Work with IPs to review and analyze past and current expenditures of the resource allocation in order to prepare recommendations and proposals for distribution of income and utilization of project resources;
  • Coordinate with IPs the submission of financial reports on youth projects, including the review and finalization of inputs for financial reports for donors;
  • Monitor the overall expenditure targets among IPs against allocations of funds;
  • Prepare monthly reports on the financial status of youth projects;
  • Follow up on the submission of financial reports by IPs;
  • Assist IPs in preparing request of Fund Authorization and Certificate of Expenditures (FACE) and follow up on implementing procedures with the IPs to ensure timely submission of all tools and progress reports;
  • Assist in monitoring projects’ expenditures and disbursements to ensure delivery is in line with approved budgets and to realize targeted delivery levels;
  • Contribute to ensuring compliance of programmes/projects with organizational guidelines, as well as with audits and evaluation findings, by benchmarking project performance and transmitting this information to the CO for corrective action;
  • Assist IPs with the follow up for submission of reports, both substantive and financial, on the planning, implementation and monitoring of youth projects;
  • In coordination with Programme Operations and Support Unit, monitoring of youth AWPs through GPS by generating appropriate reports for management;
  • Maintain and update youth partners and project files, including project progress reports, work plans and budgets in compliance with UNFPA policies and procedures.

Assistance with operations, procurement and procedural guidance:
  • Ensure that corporate procurement management policies and strategies are adequately applied by IPs in project implementation;
  • Undertake all logistical, administrative and financial arrangements required for the organization of technical workshops, inter-agency meetings, panel discussions, roundtables, missions, and other events organized by the IPs and youth team;
  • Apply UNFPA rules, regulations and procedures.

Perform any other activity as required to assure the success of the work team:
  • Submission of quarterly progress reports and final report prepared by IPs. The report includes the main achievements of different youth projects, key challenges, lessons learnt and recommendations.

Required Skills and Experience
Education:
  • Two years of Diploma certificate in Business Administration, Public Administration or any other relevant degree;
  • University Degree is preferable.

Experience:
  • Minimum 2 years of working experience, preferably in the fields of youth;
  • Excellent and proven experience in dealing with local government challenges; with special emphasis to youth initiatives, knowledge and experience in the field of youth policy and community development actions;
  • Experience in preparing capacity building trainings;
  • Good working knowledge of English;
  • Proficient in MS Word and MS Excel spreadsheet; Knowledge of MS Project an asset;
  • Excellent interpersonal skills and ability to operate under stressful conditions;
  • Good social and communicative skills;
  • Team worker and organizer;
  • Cultural sensitivity required in serving persons of culturally diverse backgrounds.

Language Requirements:
  • Very Good written and spoken English and Arabic.

Computer:
  • Experience of Microsoft office is required.
