1. Programme implementation support to the Recovery Subteam’s projects; at the global, regional and national levels; in particular, the PDNA Rollout phase II:
 
  • Thorough analysis and research of information related to the sub-teams initiatives/project(s), effective application of results based management (RBM) tools and establishment of management targets. Establishment of the mechanisms to track use of results based management (RBM) tools and maintenance of RBM database.
  • Presentation of information/ reports for identification of areas for support and interventions with emphasis on Post Disaster Needs Assessment, Disaster Recovery Frameworks and recovery implementation. 
  • Implementation of the sub-teams partnerships and resources mobilization strategies, preparation of reports. 
  • Support monitoring and evaluation frameworks and provide overall monitoring of the projects implementation against established annual work-plans (AWPs);
  • Support the organization of PDNA and DRF trainings at the global, regional and country levels.
  • Liaise with core and sector specialists for the PDNA and DRF per the training agenda.
  • Liaise on regular basis with the project managers of the preparedness for recovery program in Africa and provide assistance as needed.
 
2. Programme finance management support to the Recovery Subteam’s projects; at the global, regional and national levels; in particular the PDNA Rollout phase II:
 
  • Support the implementation of the projects from inception to closure by supporting the development of project work-plans, budget plans, procurement plans and operational plans with the related detailed budget allocations for project implementation;
  • Financial monitoring of the projects, identification of operational and financial problems, development and implementation of solutions. Monitor the project budget and expenditures on a monthly basis and prepare monthly monitoring  reports;
  • Preparation of reports for external and internal audiences, including donor reporting.  
 
3. Operational / administrative support to the Recovery Subteam’s projects; at the global, regional and national levels; in particular the PDNA Rollout phase II in:
 
  • Processing of official Mission Travel Requests, including timely follow-up action on medical/security clearance, signatures as appropriate and ensuring preparation of the necessary documents in ATLAS. Carrying out the financial procedures for the travel requests is also required;
  • Administrative and logistical support for workshops, donor meetings, country/region specific meetings, trainings, conferences, retreats and any other special events;
  • Support procurement processes by mobilizing goods and services to initiate activities - including drafting TORs of project staff and consultants and work specifications related to any of the projects;
  • Operational guidance on project design, formulation and initiation including discussion with the implementing partners in setting up the projects;
  • Operational guidance on project reviews / evaluations and preparations for project completion and closures in line with UNDP’s policies and procedures;
  • Preparation of minutes of unit meetings and ensuring the tracking of follow-up actions;
  • Liaise with project managers from the country offices where the project activities are being implemented.
 
4. Partnership and Resource Mobilization:
 
  • Support the Project Managers on its engagement with donors and partners and the development of proposals for resource mobilization including all the activities related to it. 
  • Support the Project Managers in fostering strategic partnerships with UN and external partner institutions, which include Governments, private sector, academia, NGOs, and CSOs at the global and regional levels. 
 
5. Knowledge Management and Innovation:
 
  • Support the Project Managers in the coordination of team contributions and support to knowledge management and innovation activities such us use of social media, google and LinkedIn groups, Yammer and similar, focused on core recovery activities such as lessons learnt from PDNA, DRF and recovery planning and implementation.
  • Support the Project Managers in the development of a community of practice in recovery; and
  • Assist the Project Managers in performing knowledge data mining, documentation, codification of results/lesson   learned in recovery, based on the results from the project implementation.

Required Skills and Experience
Education:
  • A master’s degree in finance, administration, management, economy or related areas, A master’s degree is typically required for a professional staff position; however, supplementary 2 years of experience in combination with a first level  university degree is also acceptable. 
Experience:
 
Programme Support:
  • Familiarity with Climate Change, Disaster Risk Reduction and Energy.
  • A basic understanding of disaster recovery and preparedness for recovery issues.
  • Understanding of the general application of post disaster needs assessment methodology and recovery frameworks.
  • Project management experience and certification would be an asset. 
 
Financial management support:
 
  • Progressively responsible administrative, programme and procurement experience at the national or international level would be an asset.
  • Demonstrated competency in using financial and procurement modules of ATLAS.
  • Knowledge of UNDP Financial Rules and Regulations with the completion of ATLAS training. 
  • Knowledge of UNDP/UN regulations, policies, procedures and practices.
  • UNDP procurement certification is an asset. 
 
Operational support:
 
  • Demonstrated competency in using travel modules of ATLAS.
  • Knowledge of UNDP organizational structure and external partners for purpose of efficiently and effectively handling of incoming queries and requests, and for collecting information and performing liaison functions.
  • Ability to support report and proposals writing.
  • Experience in the use of computers and office software packages (MS Word, Excel, Power Point), experience in handling of web based management systems, and ability to use Internet for research.
 
Language Requirements:
