    Background & Rationale
    UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children's rights, to help meet their basic needs and to expand their opportunities to reach their full potential. To achieve this, UNICEF generates the latest evidence on children and works with governments and the public to ensure children receive the services they need, that their voices are heard, and that there is a progressive realization of their rights.  Specifically, the Data, Research, and Policy Division (DRP) measures these results for children and coordinates the development of UNICEF’s official policy positions.
    With the development landscape changing and the innovative ways that children are now learning, communicating and networking, it is reasonable to anticipate that the pace of change in the world will continue to accelerate.  This means that it will be increasingly important for UNICEF to be able to monitor and respond to key opportunities or obstacles for the fulfilment of child rights around the world.  DRP has the responsibility to ensure that in this changing environment UNICEF remains agile, responsive, and relevant. 
    To respond to current demands and to ensure flexibility as new opportunities and settings emerge, DRP has recognized the need to focus on rebuilding its Policy function.  By undertaking this effort and using policy as a catalytic lever, UNICEF endeavours to connect and amplify the influence and impact of Data and Research.  This re-imagined policy function, based on a corpus of robust evidence and practical knowledge exchange tools, will help to achieve greater impact and further support UNICEF’s efforts in advocacy and programing for children.
    Most recently, DRP has taken a catalytic role and produced a number of comprehensive reports that initiated global dialogue around environmental and social standards.  These reports have been a solid basis of UNICEF’s engagement with cross-sectoral influencers, as they provide opportunities for largely evidence-based national, regional, and global discussions.
    To continue producing discussion-provoking reports that help to shape policy reform, and further, to amplify and expand our influence and impact, the Sustainability and Policy Action unit (SPA) in DRP is tasked with leading the policy dimension of UNICEF’s work.   By sharpening its policy focus, the unit will be expanding its portfolio to develop robust policy recommendations and guidance on technical and contextual phenomena that shape child rights and welfare.  These policy products will feed into corporate campaigns that will serve as a foundation to drive results in key areas of UNICEF’s strategic plan, and provide policy guidance to country and regional offices on a number of emerging issues. 
    Purpose
    Under the guidance of the Chief of the Sustainability and Policy Action (SPA) Unit, the purpose of the consultancy is to oversee the planning and implementation, coordination of programme/project activities, and progress reporting in support of achieving the programme’s goals and objectives.
    The consultant will contribute towards the programme planning function of the SPA unit, and responsibilities will include formulation of strategies related to programmes and monitoring, coordinating the effective and efficient operations of the office's budget, communication, supply and logistics, recruitment, and administrative systems to support and facilitate the changing programme and operational requirements.
    Expected results: (measurable results) 
    • Organize data and information, prepare and maintain records, documents and plans for monitoring of Annual Work plan (2017) implementation.  Liaise and coordinate with various units and sections within DRP ensuring that progress is made in the achievement of programme objectives.
    • Within the context of the Office Management Plan (OMP) for 2018, contribute towards SPA’s strategic planning and formulation of strategies related to policy programmes. 
    • Promote knowledge sharing through the unit’s operational business processes and systems by, among others, strengthening links between knowledge sharing and the information systems, and improving integration among information systems in the organization, to facilitate seamless exchange of information across systems;
    • Draft procedures that apply to work processes and act as the procedures focal point for the Unit. 
    • Monitor annual work plan Expected Results for 2017, meticulously tracking expenditure budget to facilitate the closing the end of the year as well as program cycle
    • Review and propose ways to diversify current recruiting strategy. Additionally and with the current sourcing policy, prepare recruitment material and post Terms of References (ToRs) to appropriate employment dashboards, subsequently assisting in the screening, selection, and on-boarding process. 
    • Support the administrative function in the unit as needed.

    Key competences, technical background, and experience required Deadline strategies 
    • Advanced University-level degree in Social Sciences, International Relations, Public Policy and Administration, International Development, or other relevant disciplines.
    • A minimum of 3 – 5 years of Junior to Mid-level program/project management work experience;
    • Project management experience is required with a high aptitude to handle competing demands and priorities with multiple audiences and stakeholders.
    • Proven experience with SAP is required; 
    • A good understanding of economic and social policy, knowledge management, and web skills highly desirable;
    • Knowledge of UNICEF/UN System rules, regulations, procedures and systems is highly desirable.
    • An excellent command of the English language is required (writing, speaking, and comprehension).
