OBJECTIVES OF THE PROGRAMME

Unitaid is a multilateral hosted by the World Health Organization. Unitaid is focused on making a unique and high-impact contribution to the global response in areas including HIV/AIDS, tuberculosis, and malaria in developing countries. Its work catalyses improvements for the larger response through forward-looking and time-limited investments that are designed to increase access to better, more effective and more affordable health products (i.e. preventives, medicines and diagnostics). Investments typically target market-based interventions such as price reductions, improvements in quality and supply, and the introduction of innovative products more suitable for the populations in need.

DESCRIPTION OF DUTIES

In this role, the Technical Manager, Strategy & Innovation will:1. Contribute strategic input to implement Unitaid's Strategy. Provide thought leadership for strategy implementation, particularly as related to speeding access to innovation, including interventions and/or other work to tap the potential of innovative technologies or approaches from outside the existing sphere of Unitaid collaborators.2. Design and oversee efforts to develop direct market interventions (i.e., actions that Unitaid may implement directly, including incentives such as volume guarantees, advanced market commitments, R&D success rewards, basic R&D lump-sum funds, subsidies, etc.) to increase access to healthcare products. A. Comprehensive market analysis will require close coordination with others in the Strategy team and other teams and may include, e.g.: a. Product pipeline review, including assessment of market entry barriers b. Analysis of demand (e.g., market size projections for relevant products, scenario planning and estimation of unmet need in key market segments/patient populations); fiscal space analysis including tracking of funding commitments at donor and country level to inform forecasting;c. Analysis of supply environment (e.g. analysis of cost structures, expectations for price-volume thresholds) and development of actionable supply-side / procurement strategies.B. As relevant, and in collaboration with colleagues in Operations and other units, the Technical Manager will support the execution of solutions. This may include assessing proposals from suppliers; supporting direct negotiations with suppliers; and if required supporting competitive processes for awarding any future investment with suppliers.3. Identify potential areas for intervention or investment approaches where Unitaid could intervene to accelerate introduction of new medicines, devices or systems to enable the global community to achieve higher impact of investments in global health.A. Comprehensive analysis may include, e.g.: a. Analysis of demand (e.g., market size projections for relevant products, scenario planning and estimation of unmet need in key market segments/patient populations); fiscal space analysis including tracking of funding commitments at donor and country level to inform forecasting;b. Analysis and development of new, relevant ways Unitaid may invest to improve access to healthcare products in developing countries (e.g. lowering cost of capital to unlock domestic financing).4. Provide strategic guidance and technical expertise as part of cross-functional project teams during grant implementation.5. Draft and deliver reports, presentations, briefing notes, and other materials for Unitaid's Executive Board, Policy and Strategy Committee, and Joint Review Committee.6. Develop and maintain strong networks of experts and other stakeholders working in innovation in global health, health product access, and related areas. Together with Communications, develop publication strategy to communicate Unitaid's positioning and role in innovating for public health.7. Performs other duties as deemed necessary by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in business, management, economics, or a discipline related to technology and innovation.
Desirable: Studies in a discipline related to healthcare product access (medicine, pharmacy, product development, product design, etc.).

Experience

Essential: - At least 10 years of experience at national and international level in technology and innovation, with a focus on detection and creative application of technologies or approaches to improve health;- Thought-leadership in health strategy and innovation, with an established network of partners active in healthcare and product innovation;- Demonstrated analytical skills, with experience in: market intelligence; forecasting; financial skills / financial modelling; and/or design and execution of various incentive types, such as volume guarantees, advanced market commitments, R&D success rewards, basic R&D lump-sum funds, subsidies, etc.;- Demonstrated experience with setting up and managing complex partnerships;- Experience in interaction/coordination with diverse audiences, such as Executive Board, Senior Management, and external partners; and- Demonstrated experience in production and presentation of documents to diverse audiences, including technical/scientific and lay stakeholders.

Desirable: - Experience in pharmaceutical, biotechnology, and/or diagnostics industry;- Experience in strategy/management consulting;- Experience working in, or designing products/solutions for use, in resource-limited settings;- Demonstrated experience with design and application of innovative financing mechanisms.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 85,543 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5125 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
