    UNICEF Ethiopia has been working in Ethiopia for more than 65 years supporting the national and regional efforts towards the progressive realization of the rights of children and women.
    We do this by supporting the achievements of the Growth and Transformation Plan II as well as the Sustainable Development Goals (SDGs) through our programmes in Health, Nutrition, WASH, Child Protection, Education and Social Policy and Evidence on Social Inclusion.
    In addition, UNICEF Ethiopia has been leading the support in humanitarian programmes relentlessly working towards responding to emergency needs.
    The Somali Region of Ethiopia has been seriously affected by drought protracted since late 2016, a rise in IDP along the border with Oromia Region (estimated 370,000 conflict IDP in the region) and pocket areas where flooding in April/May 2018 continues to affect thousands of people displaced from their homes, with assets lost. In terms of Nutrition situation, Somali Region still reports over 8,000 new admissions to TFP each month, for SAM treatment among children aged 6-59 months. This is more than three times the average monthly caseload for the region and is indicative both of the ongoing food security crisis and the scale up in CMAM service availability.
    The Somali crisis is complex with disease outbreaks a constant risk, and AWD though declined since 2017, still poses a significant threat to the health system and among malnourished children. The Government and humanitarian partners and donors are working in close collaboration through the Cluster based system to deliver multisectoral response to those that need life-saving services. Critical needs for relief food, emergency health and nutrition services and WASH services make up a ‘humanitarian bundle approach’ being developed by partners to reach some of the most remote communities where severe acute lack of access to water and pasture has resulted in dramatic loss of livestock and livelihood, mass displacement and escalating admissions to CMAM treatment services.
    UNICEF provides technical, financial and logistic support (procures full SAM supplies) to the Government to deliver CMAM services to treat and manage severe acute malnutrition, and provides financial, technical and logistics support to Mobile Health and Nutrition Teams in Somali and Afar Regions. UNICEF, as Nutrition Cluster Lead ensures technical and financial support for the National and Regional Emergency Nutrition Coordination Units (ENCU) now in 6 Regions (Afar, Amhara, Oromia, SNNP, Somali, and Tigray). Among its core activities, the ENCU is responsible for the overall coordination of the emergency nutrition response, aligning partner’s response with that to the Government, ensuring that critical gaps are addressed in terms of geographic location and service provision and is the responsible for fund mobilisation, supporting NGO partners to get to ground quickly to save lives.
    How can you make a difference?
    You will ensure timely, effective COORDINATION of the emergency NUTRITION response in the overall multisectoral emergency response in Somali Region in 2018. The incumbent will be based in Jijiga, liaising with ENCU both at national and Regional level with RHB/DPPBFSCO/ Command Post and UNICEF, and expected to manage periodic field monitoring visits to support key zonal coordination work where needs are greatest .
    Based at the UNICEF Jijiga Office and in close liaison with Regional DPPB/RHB as part of the Incident Command Post, Regional ENCU Team and working in close collaboration with UNICEF Field Office, the coordinator will:
    Strengthen Regional coordination of the Emergency nutrition Response
    • Support Govt convene biweekly incident command post meeting (ICP) as secretariat, consolidating and representing partners updates ahead of each meeting and provide updates on nutrition response at ad hoc high level meetings.
    • Provide frequent follow up for all IP and UN agencies tracking progress against targets each month.
    • Maintain regular communication and share relevant information nutrition issues/update to UNICEF FO, Federal ENCU and UNICEF Nutrition Section in Addis including monthly progress report.

    Improve delivery on quality assurance of the response across all partners
    • Lead on multisectoral joint missions with UN agencies, Govt and NGOs, using standard monitoring tools to measure quality, provide constructive feedback and follow up support, taking remedial action as needed to improve quality of project implementation/service delivery and promote multisectoral linkages in the response.
    • Coordinate capacity building of RENCU and partners in all fields of Nutrition In Emergencies (NiE) and lead capacity building in coordination. 
    • Support RENCU to monitor and follow up NGO supported interventions, support improvements in programing and delivery of quality support across all partners to  strengthen CMAM performance delivered through Government
    • Facilitate and coordinate implementation/monitoring of the integrated Nutrition response plan in Somali region.
    • Liaise with WFP AO to coordinate AM treatment response is effectively linked to SAM treatment, robust, monitoring is more effective, and TSFP performance and coverage is reported monthly to track MAM response.
    • Periodic field monitoring is expected to guide and build capacity of zonal coordination, partners, and for improving the quality of nutrition information.

    Support UNICEF FO supply management system
    • Liaise with UNICEF FO to coordinate request/ utilization system in place for each woreda in the assigned zone to mitigate supply chain rupture.

    Strengthen the IYCFE promotion and BCC in the nutrition response of all partners
    • Support the delivery of all NiE interventions with emphasis on IYCFE promotion at regional levels and perform other related duties as required.

    Support EWS
    • Trigger immediate validation of screening or surveys where screening data are considered abnormal.

    Support RENCU Nutrition information management
    • Support RENCU to consolidate, analyse, and interpret SAM-MAM treatment information from static and mobile/outreach teams for each woredas at Zonal level to ensure accurate reporting on treatment performance and admission trends

    Methodology
    • The incumbent will work through the regional ICP and R-ENCU to support RHB manage and effective nutrition response.
    • She/he will frequently travel to the field (all 11 zones) to monitor the situation and quality of the response in the drought affected regions and districts.
    • She/he will closely link with the ICP members and Government with frequent liaison with WHO, WFP, NGO regarding progress updates and guidance.
    Expected Deliverables
    • Daily/Weekly/Biweekly/Monthly reports on Command post meetings and HN Task Force meetings -highlighting progress against plans for Government, UN agencies and NGO partners- bringing accountability to the Nutrition partners
    • Representation of the cluster in coordination forums and ensuring Nutrition issues are kept top on the agenda.
    • Monthly synopsis and analysis of nutrition programme performance tracking
    • Field trip reports with action points and follow up issues pertaining to strengthening Zonal Nutrition Coordination, and woredas level technical response
    • Provide input for ENCU and UNICEF Sitreps as requested (bi-weekly)
    • Reports from technical review meetings/workshops convened with Government and partners to ensure quality programming
    • Monthly progress report submitted to UNICEF FO and Addis (UNICEF Programme Section & ENCU)
    • Final document and defined activities for capacity strengthening of the Regional EWD to respond to and coordinate emergency nutrition response.  
    Reporting
    • UNICEF Chief of Field Office in Somali region with technical support and guidance by National ENCU Team leader.
    • Frequent updates with UNICEF FO, RENCU and Incident Command Post – across all sectors and pillars
    To qualify as an advocate for every child you will have…
    • An advanced university degree (Master’s or higher) in in medicine, clinical nursing, public health and/or nutrition
      *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
    • A minimum of 5 years of relevant professional experience in nutrition program and management of severe acute malnutrition in particular. Experience in cluster coordination an advantage
    • Developing country work experience and/or familiarity with emergency is considered an asset.
    • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
