Organizational Setting
The Forest Policy and Resources Division leads FAO's work in promoting sustainable forest management and providing leadership on the environmental, social and economic dimensions of forestry, including its contributions to poverty reduction and food security and nutrition. It liaises with member countries, civil society and the private sector in aspects ranging from development of effective forest policies to forest conservation and management issues, and strengthens the role of forests in climate change mitigation and adaptation. The Division also collects, analyses and disseminates information on the world's forest resources and on the production, trade and consumption of wood and non-wood forest products.
The FAO-EU FLEGT Programme supports local government institutions, civil society organisations and the private sector associations to address their priority forest governance and law enforcement needs. The main objective of the Programme is to support the European Union’s Forest Law Enforcement Governance and Trade (FLEGT) Action Plan. 
Support to different forestry sector stakeholders is provided through grants selected through competitive calls for proposals. The programme also provides Direct Assistance grants upon request of government institutions and private sector. Forty-two grant requests have recently been endorsed for funding by the Programme Steering Committee and their implementation are under negotiation with service providers in VPA Countries.
 
Reporting Lines
Consultants will work under the overall supervision of the Programme Manager and in coordination with the Programme Staff.
 
Technical Focus
Identify, manage and implement initiatives that support increased stakeholder participation in strengthening forest governance and other FLEGT-related actions in countries eligible for the Programme.
 
 
Tasks and responsibilities
 
Under the direct supervision of the FAO-EU FLEGT Programme Manager, the project assistant will fulfil the following duties:
 
  • Support the organization of calls for proposals including establishing the call for concept notes documentation, distribute information on the calls, organize the evaluation of concept notes, organize the final scoring of proposals and draft the evaluation report;
  • Liaise with regional teams to ensure the project monitoring information is available, accurate and up to date;
  • Assist the Programme Manager with the preparation of budget revisions, justification for budget revision and communications to donors as required;
  • Support the drafting of Terms of Reference and recruitment process of consultants; provide guidance to team members;
  • Provide support information development on technical issues that require periodic reporting, technical correspondence, or presentation development and coordinate completion of punctual technical requests to the programme.
  • Assist the Programme Manager in fulfilling project reporting requirements including progress and annual reports, organization of the Steering Committee meetings and planning programme events;
  • Perform other duties as required.

Minimum Requirements
  • Advanced University Degree in Economics/International relations/Law or related field
  • Three years of experience in supporting project management
  • Working knowledge of English and Spanish or French

Technical/Functional Skills
  • Work experience in more than one location or area of work, particularly in field positions is desirable

  • Ability to communicate clearly orally and in writing
