OBJECTIVES OF THE PROGRAMME

The Provision of Essential Supplies and Equipment and hiring services to support WHO's collaborative programmes the requirements of which are timely delivery.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:Receives and reviews purchase requests for goods and services from Requestors (in Divisions, Technical Units and Country Offices) for clarity, compliance, detail, completeness, and obtains additional information considered necessary;Compiles lists of sources of procurement, to request for quotations through e-Tendering and proposals for bids and liaises with potential suppliers;Reviews and performs analysis of responses from suppliers as required by WHO rules. Compiles and analyzes information contained in quotations or proposals to select the most competitive supplier;Prices Requests for Price Estimate (RPE) when using the Procurement Module of Global Management System;Interacts with Budget and Finance personnel to ensure source of purchases funding; Performs due diligence on approved purchase requisitions and drafts Purchase Orders and submit to GSC for approval;Tracks the status of requisitions and orders;Receives shipment documents and sends copies to Requestors;Responses to Requestors and Suppliers enquiries about status of orders, charges and cancellations;Handles claims against insurance for good damage or lost in transit; Liaises with counterparts in the Regional Office, at HQ/Geneva and brings any problem that might need the support of the Global Service Center (GSC);Reviews disposal requests received from Country Offices and the Regional Office; prepares related documents to submit to the Property Survey Committee for approval; Liaise with the receiving unit and coordinate the completion of the supplier performance evaluation and upload it in the PO ECM;Performs other duties and responsibilities as directed by the Supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education or equivalent. Additional training in business administration and management procedures would be an asset.
Desirable: Higher education an asset; Training in Procurement and Supply management in WHO or UN system will be an advantage.

Experience

Essential: At least 10 - 15 years' experience in general Supply work. Some experience in Import and Export Business.
Desirable: Experience of purchasing in an ERP such as Oracle e-business environment will be an asset.

Skills

Ability to identify various categories of supplies and equipment to facilitate procurement. Ability to acquire (and apply) a sound knowledge of policies, practices and procedures connected with assigned duties; Ability to work with minimum supervision; ability to use systems pertaining to the treatment and processing of procurement such as the WHO Global Management System (GSM). Ability to use standard Office software such as Word, Excel and PowerPoint.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at XAF 16,228,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
