The position is located in the ILO Regional Office for Africa. The Regional Office is responsible for providing high-quality, appropriate and integrated technical assistance and political advice to governments and employers’ and workers’ organizations in the design and implementation of Decent Work Country Programmes (DWCPs) in response to their requests, within the framework of results-based work plans.
The Specialist will be responsible for providing technical advice on the mainstreaming of just transition to environmental sustainability across the ILO’s work in the Africa region. It should lead to improved tools, how-to-guides and the identification of best practices on integrating environmental sustainability considerations in national policies, decent work country programmes and technical cooperation projects. The incumbent will also contribute to the development and organisations of workshops and fora on the environment and the world of work.
The Conclusions on Sustainable Development, Decent Work and Green Jobs adopted at the 102nd session of the International Labour Conference in 2013 and the subsequent Action Plan adopted by the Governing Body together with the Green Centenary Initiative of the Director-General constitute the guiding frameworks for his work. The ultimate goal is to mainstream sustainable development and a low-carbon economy in ILO's vision, strategic objectives and support to constituents in member States in the region.
The Specialist will assist governments and employers' and workers' organizations through policy advice, assistance and capacity building for implementing practical measures to operationalize the linkage between climate change, environmental sustainability and decent work and contributing research and analysis to strengthen the knowledge base for ILO constituents.
The Specialist will contribute to resource mobilisation and the initiation and formulation of development cooperation programmes for the promotion of green jobs in Africa, giving particular attention to decent work opportunities for women and youth.
The Specialist will work to promote strategic partnership with key regional and international organizations in Africa, including the African Union, African Development Bank, UN Economic Commission for Africa and other institutions in the area of green economy, blue economy, circular economy, green jobs and sustainable development.

Reporting lines:
The incumbent will report to the Regional Director for Africa and be technically backstopped by and work in close collaboration with the Green Jobs Programme in the Enterprises Department (ENTERPRISE) at headquarters in Geneva. The incumbent will also work in coordination with other specialists in the region.
Description of Duties
The incumbent will be responsible for the delivery of policy advice, technical support, capacity development and activities related to the mainstreaming of environmental sustainability in policies, programmes and projects, with the following specific duties: 
1) Initiate, review, negotiate and submit development cooperation proposals in the area of decent work, climate change and green economy and their funding, ensuring effective coordination with relevant Departments at ILO headquarters and field offices.
2) Promote the mainstreaming of environmental sustainability in the region, in particular through the implementation of the cross-cutting policy driver (CCPD) on just transition to environmental sustainability and the Office-wide Action Plan on Environmental Sustainability.
3) Review country programme outcomes (CPOs) and scan the integration of just transition and environmental sustainability-related outputs and activities in line with the marker on the CCPD on a just transition to environmental sustainability. 
4) Support the implementation of relevant development cooperation projects in the areas of just transition to environmental sustainability, green economy, blue economy and green jobs promotion, in particular the pilot project on just transition under the ILO-SIDA agreement and the Partnership for Action on Green Economy (PAGE).
5) Monitor, analyse and assess trends in the impact on enterprises and labour markets of international and national climate change and environmental policies in order to assist in the development of coherent policy responses that promote sustainable development and the creation of productive decent jobs.
6) Design and implement training and capacity building programmes for ILO staff and constituents, working in coordination with the Green Jobs Programme and the International Training Centre of the ILO.
7) Provide guidance, policy advice and technical support to member States in the region in the implementation of their climate change strategies, in particular by supporting constituents in the national-level application of the 2015 Guidelines for a just transition towards environmentally sustainable economies and societies, taking into account guidance from the ILO Governing Body in this area.
8) Participate in technical advisory missions and in national and regional policy processes of relevance to the ILO mandate in order to promote the inclusion of the labour and social dimensions in addressing climate change and the transition to a green economy in Africa.
9) Identify, engage and supervise external collaborators and development cooperation experts, in particular for the development of policy oriented programmes, technical guidelines, project documents, knowledge management and capacity building products and services.
10) Promote the mainstreaming of gender equality and non-discrimination in green jobs policies and programmes.
11) Undertake other duties as required.
Required qualifications
Education
Advanced university degree in economics, social sciences, political science, sustainable development and/or environmental studies with a clear social development focus, or a related field.
 


Experience
At least seven years' experience in technical assistance including three years at the international level; experience in policy advice and international best practices in matters related to the fields of green jobs and sustainable development. In-depth knowledge and experience with a wide range of ILO's policies, strategies and tools pertaining to the promotion of green jobs would be an asset.
 




Languages
Excellent command of English and good working knowledge of French. Working knowledge of Arabic or Portuguese would be an advantage.
