    Purpose:
    The purpose of the Child Protection Officer position is to provide  support at Country Office and Field Office level for programme monitoring, reporting and implementation in the identified regions and throughout the programming process for a DFID-funded programme to support children on the move.
    How can you make a difference?
    The Child Protection Officer will submit a monthly report (and more frequently if/as required) which will help track progress and ensure timely achievement of the following deliverables done in partnership with relevant stakeholders including government ministries at federal and regional level and NGOs/INGOs and CSOs and elaborated further in the programme proposal and documents:

    1. Support to overall programme planning, management and reporting:
      1. Annual workplans revised , partners identified and partnership arrangements and contracts signed in line with the grant agreement, programme document and logframe;
      2. Programme reports, including donor reports (narrative and financial reports), are developed and submitted on time and of quality;
      1. Strengthened coherence and collaboration among different government and non-governmental and regional actors;
      2. Timely and quality reports of coordination meetings with other partners (line ministries, UN, INGOs and NGOs);
      3. Development of relevant tools to monitor and track progress of implementation of interventions and fund utilization;
      4. At least 95 per cent funding allocated to the programme activities are disbursed to implementing partners within the programme period.
    1. Support to strengthened case management services:
      1. Support to development and implementation of cross-border case management, including development of standard operating procedures, policies and protocols in collaboration with government partners and IOM and identify platforms for advocacy with Government stakeholders across countries with support from Regional ( ESARO) offices of UNICEF and IOM ;
      2. Assessment report on existing case management and information management systems submitted, and implementing partners trained on case management and referral pathways;
      3. Support to roll out and testing of the case management framework across target woredas in 5 regions, Addis Ababa and facilities.
    2. Support to a strengthened social service workforce:
      1. Support to development of partnership arrangements and monitoring implementation of deployment and capacity building efforts of Child Protection officers and social service workforce from Government (BoWCA) and NGOs) in five regions and two Migration Response Centres (MRCs);
      2. Support to finalise partnership and monitoring of in-service capacity building and mentorship programme for the social service workforce, notably at level of (a) community service work and (b) social work;
      3. Support to Implementing Partners for capacity building  of community-based structures (community care coalitions), border officials, law enforcement officials and Child Protection Desks in MRC in/around migration routes to identify and refer cases of at-risk children;
    3. Support for development and roll-out of strengthened package of child protection services and sensitization of communities and children:
      1. Support for systematic review and strengthening of life skills/socio-emotional learning materials and roll out through school and out-of-school clubs and platforms for out-of-school children.
      2. Support for monitoring the provision of case management services through the implementing partners, including family tracing and reunification, to children  on the move, UASC and children at risk of violence, exploitation and abuse (IDTR, interim care, psychological first aid/psychosocial support, multi-sectoral services);
      3. Support for development of an institutional contract/partnership arrangement for the development of age and gender-appropriate information materials and identification of communication channels for roll-out to sensitize communities and children of the risk of irregular migration, smuggling and trafficking and – for those on the move – where to go for assistance.
    4. Support to research and documentation:
      1. Support to identify an appropriate national research institution and develop and finalise contractual arrangements in partnership with UNICEF Innocenti -Office of Research. Support to effective coordination with UNICEF Innocenti, other UNICEF Country Offices and support for timely submission of quality research reports and products;
      2. Support to consultants/institution contracted to support an information management system (including case management) related to all vulnerable children including children on the move;
      3. Inpus and support provided for a capacity assessment to be undertaken of the child protection system, including cross-border elements on roles, functions, mandates and practices of statutory bodies at all levels (including the community structures) to identify opportunities and barriers to be addressed in the immediate and longer term with partners;
      4. Support to the production of visibility materials on the programme and its results; vetted by UNICEF communication programme for quality assurance.
    To qualify as an advocate for every child you will have…
      • A university degree, preferably in law, Development Studies, social sciences, social work or other relevant field in the areas relevant to the post
      • Post-graduate education in a relevant discipline is an asset
      • Three years of professional work experience in child protection or other field relevant to the post
      • Experience programming on children on the move an asset  
      • Technical knowledge of international standards and existing interagency guidance around child protection service provision and migrant children
      • Experience with case management systems
      • Solid program/project management and reporting skills, including logframes
      • Good analytical, negotiating, communication and advocacy skills
      • Experience and knowledge of UN system or NGO’s
      • Excellent interpersonal communication
      • Proven ability to work in team and team leadership skills
      • Fluency in English is mandatory; fluency in Amharic and another regional languages is an asset
      • Excellent word and excel skills  
      • Good ability to work in multicultural environment
