Organ:
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union (the Union has three functional sectors: Standardization, Radiocommunication and Development) which deals mainly with development policies, strategies, programming, as well as technical cooperation activities (expert missions, training programmes, field projects, seminars, etc.).
Organization Unit:
Within the Telecommunication Development Bureau (BDT) of the ITU and in close collaboration with the Deputy to the Director and the ITU Regional Offices, the Projects and Knowledge Management Department (PKM) is responsible for assisting ITU Member States and ITU-D Sector Members strengthen the institutional and organizational capability to adapt to the rapidly changing telecommunication/ICT environment through capacity building. The Department also provides administrative and technical support in the formulation of project proposals and implementation of projects, project monitoring and evaluation including the management of the ICT Development Fund (ICT-DF) to support the implementation of projects. The Department produces and disseminates timely statistical and analytical data on the Telecommunication/ICT Sector and the Information Society. The Department is also responsible for providing concentrated assistance to least developed countries, Small Island developing states and landlocked developed countries. In addition, PKM implements activities and projects in the domain of emergency telecommunications, e-waste management, and climate change. The Department is also responsible for making contribution to and following-up the work of ITU-D Study Groups for issues related to the responsibilities of the Department.
 Duties / Responsibilities
Under the supervision of the Head, ICT Data and Statistics Division (IDS) within the BDT, the incumbent performs the following duties:
  • Assists in collecting, verifying, harmonizing and disseminating ICT statistics.
  • Maintains regular contact with national statistical agencies, regulators and operators to share data and research, ensuring up-to-date statistical contact information and prompt replies or follow-up to questionnaires.
  • Produces graphs, tables and other analytical inputs for publications and presentations.
  • Performs internet searches for information and statistics related to telecommunication and ICT for use in divisional publications; ensures prompt updating of data in the World Telecommunication/ICT Indicators database, verifying and correcting data as necessary. Responds to, and tracks, internal and external requests for statistics.
  • Assists in the organisation and follow-up of statistical meetings and events organized by the division in cooperation with other relevant divisions.
  • Collaborates with the Conferences and Publications Department to prepare and issue publications produced by the division. Compares the formatted files against the originals and carries out other operations to facilitate navigation, such as introducing a dynamic table of contents, creating bookmarks and hyperlinking references. Posts publication files on ITU's web server.
  • Compiles, creates and formats data and information for distribution through the website or other channels. Maintains the Division's website, provides pertinent information and uploads relevant documents.
  • Performs other duties as requested.

  • Qualifications required
    Education:
    Complete secondary education with a diploma OR complete secondary technical or commercial studies with a diploma. For internal candidates, obligatory schooling in combination with ten years of qualifying experience may be accepted in lieu of complete secondary education with a diploma for promotion or rotation purposes.
    Experience:
    At least five years of experience in statistics, mathematics, IT or related fields of the post. (A maximum of three years of studies in the field of the post and in a recognized school may replace the required experience on the basis of one year of education for one year of experience.) Previous course work or training in statistical applications and methods is required. Experience in manipulating time series data and preparing high quality statistical output for publication as well as analyzing a wide variety of data. Excellent computer skills specifically in the use and manipulation of databases and knowledge of statistical software. Operational knowledge of computer applications and software, in particular, Microsoft Excel, Microsoft Access, VBA, SQL querying and one or more of the following standard statistical packages SPSS, SAS, STATA, R, Matlab.
    Languages:
    Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage.
