Description of Duties
- Under the guidance of the CTA, ensure effective implementation of CO-Lusaka portfolio of activities in the areas of social security, social health protection and disability inclusion through timely provision of inputs, timely and efficient delivery of outputs, and planning, control, monitoring and evaluation of the project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and country/action programs, and administrative and financial procedures.
- Coordinate the technical implementation of CO-Lusaka development cooperation programmes in the areas of social security, social health protection and disability inclusion, in line with operational work plans and indicator framework. Where necessary and required, provide technical guidance to ensure efficient and effective project implementation.
- Provide technical advice and support to project staff and national partners in the design, implementation, monitoring and evaluation of the specific project activities envisaged in the social security, social health protection and disability inclusion areas of CO-Lusaka development cooperation portfolio.
- Conduct research and integrate technical inputs for regional and country analyses, reports and publications related to social security issues, social health protection and disability inclusion/mainstreaming in Zambia. Under the guidance of the CTA, coordinate and oversee similar activities performed by National Officers responsible for such areas.
- Prepare training materials and conduct seminars and workshops. Contribute to CO-Lusaka project staff and counterparts training and capacity development in the areas of social insurance, social health protection, disability inclusion and mainstreaming.
- Under the guidance of the CTA, maintain close liaison with governments, workers' and employers' organizations, UN organizations non-governmental organizations as well as a broad range of country programmes and projects in the areas of social security, social health protection and disability inclusion. Maintain working contacts and collaboration with multilateral and bilateral donor agencies and prepare proposals for funding.
- Co-ordinate closely, promote linkages and share best practices and lessons learnt in the areas of social insurance, social health protection and disability inclusion with other relevant ILO projects in the region, ILO units and external stakeholders. Perform duties as focal point for the Partnership for Health (P4H) initiative in Zambia.
- Promote ILO policies regarding social protection, other fundamental rights at work and the relevant International Labour Standards through a more effective coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity.
- Undertake missions in relation to the implementation of development cooperation projects and other initiatives of the Office in the area of social security, social health protection and disability inclusion.
- Undertake such other tasks and responsibilities as may be assigned by the Supervisor.
