TITLE: Programme Manager Associate POSITION Service contract- SB3-PEG 3 DURATION: 1 year (Renewable according to fund availability) CLOSING DATE: 22nd of July 2018 BACKGROUND Under the supervision of the Urban Policies, Governance, and Legislation Programme Manager the Programme Manager Associate is responsible in Providing substantial and organizational input for the project’s components regarding situation analysis and the project document and support in project implementation including procurement, recruitment and operations logistics and assessing support requirements against project objectives and operating environment. PROJECT BACKGROUND Current trends show that in developing countries, without direction and control, urbanization can be unproductive and can be characterized by informal growth often lacking basic urban services. A new generation of NUP provides government with a tool for horizontal and vertical coordination. Furthermore, a NUP can guide the urbanization process promote more compact, socially inclusive, better connected and integrated cities and territories that foster sustainable urban development and are resilient to climate change. The new generation of NUP asserts urban space and territoriality, the positive role of urbanization in national socioeconomic development, and provides an overarching coordinating framework to address urban challenges. A NUP aims at maximizing the benefits of urbanization, while mitigating the challenges. In Egypt, a National Urban Policy Study (NUPS) was developed in 1982 as a tool to interlink spatial and sectorial development plans at different levels (national, regional and local). The NUPS represented an initial effort to formulate a NUP for Egypt. Although more than 25 working papers and 4 interim reports were produced at the time of presentation of the Study in September 1981 to the Advisory Committee for Reconstruction, it was not adopted. Hence, it has neither been implemented nor updated since then. Five core dimensions that the NUP should address have been identified: 1. Managing urban growth and directing expansion; 2. Strengthening connectivity within and between cities; 3. Territorial balanced and integrated development/ system of cities; 4. Enhancing legal and institutional frameworks governing urban development; and Page 2 of 4 2 5. Set national policies for Local Economic Development. DUTIES AND RESPONSIBILITIES 1. Provide substantial and organizational input for the project’s components regarding situation analysis and the project document. 2. Carrying out research on selected aspects of the project, operations and other activities, etc., to include collecting, analysing and presenting statistical data and other information gathered from diverse sources. 3. Support the drafting of the situation analysis for the project components in cooperation with local consultants as well as the final editing of the chapter after soliciting feedback of relevant stakeholders and consultants. 4. Organize local and national expert group meeting and consultation sessions with the aim of supporting the formulation of policy recommendations related to the NUP dimensions. Revise presentations of consultant teams and give feedback to update the presentations for the consultation sessions. 5. Assisting in the preparation and dissemination of work plans, terms of reference and other related project documentation, as and when required, in consultation with the Project Manager. 6. Summarize results and outcomes of the consultation meetings and disseminate the report to engaged stakeholders. QUALIFICATIONS • Education: Master’s degree in political science, economics, urban policy or public policy, urban geography, architecture, engineering, or a related field. • Experience: 5 years of progressively responsible working experience with relevant national, regional and local stakeholders in local governance, communication and consultation, policy formulation, and sound comprehension of aligning population growth with economic, social and environmental development. Knowledge of urban development paradigms and the socio-political situation of Egypt and proven experience in policy development is an asset. • Other skills: Ability to work independently with a high degree of responsibility, in a flexible manner and often under pressure. Capability to organise and facilitate large-scale meetings with the goal of working towards building consensus. Technical report writing skills. Proficient in Microsoft Office (Word, Excel, PowerPoint). Good personal organization, interpersonal and communication skills. • Language: Fluency in English (both oral and written) and Arabic is required.
