Organizational Setting
FAO's office for Iraq is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under the current L3 Emergency. It develops and maintains relations with the relevant Ministries at country level. The position is based  in Erbil with frequent visits to targeted locations in Iraq.
 
Reporting Lines-
Under the overall guidance of the FAO Representative Iraq, the direct supervision of the Senior Emergency Response Coordinator in Iraq, in collaboration with HQ, TCE and in close consultation with the multidisciplinary technical team (RNE), country office Iraq, the CFW Consultant will lead and responsible to develop, manage and implement CFW/CBIs in conflicted affected areas of Iraq. He/she will be responsible for the overall management of the day-to-day CFW/CBIs related Projects/program and activities as defined below.
 
Technical Focus
 
CFW/CBIs Programme development, coordination and implementation of FAO's resilience agenda at country level.
 
 
Tasks and responsibilities
 
  • Advice, initiate and support the country office to consider, design and manage  CTPs/CFW to meet IDPs, returnees and host community’s needs; this includes establishing guidelines and developing Terms of reference (ToRs), prepare Letter of Agreement in consultation with FAO Iraq team, Procurement and finance and delegated officials of the Projects/[pharms..
 
  • Lead CFW feasibility and needs assessment to identify the needs of communities, explore service providers, identify public and communal damaged agriculture infrastructure and areas in collaboration with Ministry of Agriculture and Water Resources Department.
 
  • Assist the FAO Iraq team in preparing, reviewing and issuing tenders, Letters of Agreements and other contractual arrangements for implementation of Project activities;
 
  • Supervise and monitor overall CFW activities including area selection, identification and selection of implementing partner selection, assessing capacity and coordination.
 
  • Liaison and coordinate with various departments at FAO Headquarter and Regional office for technical insight and feedback on program design and Implementation.
 
  • Prepare concept notes for CBIs/CTPs and provide information to lead officials for development of proposals.
 
  • Coordinate with Government officials in targeted Governorates to implement CFW activities ensuring transparency and accountability.
 
  • Take lead to establish beneficiary data management system in coordination with WFP SCOPE team in Iraq.
 
  • Lead and conduct Assessment to explore Financial Service provider, assess capacity and feasibility and establish systems/mechanism for cash transfer to beneficiaries -including Mobile Money transfers, smart cards, banks, other financial institutions, etc.
 
  • Undertake market surveys/assessment/monitoring through partners  to assess local markets meeting  affected communities  needs for goods and services in the targeted areas of Iraq;
 
  • Identify potential implementing partners and assess their capacities; evaluate the cost-efficiency and cost effectiveness of the possible shift from in-kind to Cash-based programs and among the different delivery mechanisms;
 
  • Draft Standard Operating Procedures/Terms of references in line with FAO guidance, for the intervention either FAO specific or in partnership with implementing and/or operational partners.
 
  • Participate in meetings and working sessions with other UN partners to define and undertake concrete steps to define a common platform for provision of assistance (food and/or non-food).
 
  • Prepare project completion report, periodicals, document case studies/success stories, conduct Post-distribution monitoring at the end of project, including practical steps on the way forward, recommendations and lessons learnt.

Minimum Requirements
  • Advanced University degree in Agriculture Science, Social Sciences, Environment or related fields.
  • Work experience and knowledge: Ten years of overall professional job experience and 7 Years relevant to the functions or in related fields, in addition to practical work experience with the UN in conflict and crisis areas.
 
  • Working knowledge of English, and limited knowledge of one of the following languages: Arabic, French, Spanish, Russian or Chinese.

Technical/Functional Skills
  • Work experience in more than one location or area of work, particularly in field positions is essential.
  • Extent and relevance of experience and/or knowledge in relation to Cash Based programming, project cycle management, disaster risk reduction, early warning, risk analysis and emergency preparedness and response work.
  • Experience and track record of managing multi- donors Humanitarian and development projects to  promote resilience building at country level, like risk and vulnerability assessment methodologies, early warning applications or capacity development approaches;
  • Knowledge and experience in planning, implementing, Monitoring & evaluation and technically advising programmes, and projects on Cash based interventions to promote resilience and disaster risk reduction in the Middle East region in application of operational guidelines and programme/project management procedures, preferably those adopted by the United Nations or FAO.
  • Demonstrated experience to establish Cash transfer mechanism in fragile setting mainly focussing on E transfers, mobile Money, Smart Cards and remittance companies to deliver assistance.
  • Ability to technically manage  emergency and large scale emergency events in the Middle East and provide linkages to early recovery activities and subsequent development actions in the field
  • Skills and track record of produce concept notes, generate analytical reports and manage large scale budgets.
 
Selection Criteria
  • IT skills: Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel, Power Point, Exchange). Ability to effectively use project management software and other information systems /databases.

  • Work Management Skills:  Good understanding of the purpose and functions of the technical programme. Good knowledge of UN’s guidelines and project / programme management procedures. Systematic and efficient approach to work assignments, good judgment and analytical ability.
