STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate or University Degree in Management Information Systems, Computer Science or any other related functional area is desirable.
Experience: At least two (2) years of experience in managing data and working with databases utilizing computers (including word processing, spreadsheet and other software packages) and databases (MS Access, MS SQL Server, MySQL). Basic knowledge of IT hardware and operating system is required. Experience in Cash Based Transfer operations and utilizing reporting tools is a plus.
Language: Fluency in both oral and written English and Arabic.
JOB PURPOSE
To deliver standard business support processes for a specific professional area of work, to facilitate effective service delivery.
KEY ACCOUNTABILITIES (not all-inclusive)
Within delegated authority and under the overall supervision of the Head of Sub-Office, the direct supervision of the Programme Assistant (Ecard Management Analyst) and the technical supervision of the Programme Policy Officer (Database Management Analyst) in the Country Office, the incumbent will be responsible of the following duties:
- Assist in all archiving of Data/Beneficiariy lists as needed.
- Compile all available data in liaison with the DBA in Sub Office.
- Track & compile beneficiary movements who relocated within the country, or left the country, and report it back to the DBA in the sub office.
- Coordinate with platform participating agencies and prepare the monthly distribution plans.
- Monitor monthly distribution of E-cards with partners and conduct follow up phone calls with beneficiaries before and after distribution.
- Prepare data spreadsheets, charts, graphs, and other documents as required for the distributions.
- Preparing, sorting and dispatching the E-cards/PINs for every distribution cycle.
- Assist in managing and reconciling the distribution of E-cards and PINs before and after every distribution and at the start/end of each cycle, and send activation lists to WFP country office.
- Monitor and compare the distribution lists from the field level with the activation requests of the distributed cards received from the country office and report back in case of any discrepancies.
- Follow up on requests received from field level and/or country office level and report back on the status/action taken.
- Sharing the needed beneficiary data, distribution lists, card/PIN details and history of assistance provided with field monitors to support the help desks management at field level
- Provide training to field staff on responding to beneficiary queries using the provided data.
- Monitor and analyse extracts from the financial service provider’s web platform.
- Follow up on beneficiary complaints or issues expressed at hotlines or helpdesks and send relevant requests to WFP country office.
- Extract the list of cards having a PIN Exceed tries status and conduct the needed follow up.
- Follow up on the validation exercise.
- Assist in the outreach of beneficiaries under the livelihoods programme.
- Track the livelihood projects beneficiaries and prepare the service/payment lists accordingly.
- Responsible for the installation, operation, and maintenance of computer systems and other technologies, such as communication systems with the supervision of Head of ICT.
- Configuring hardware and software with close coordination of Beirut IT team.
- Setting up peripherals such as printers or routers, repairing equipment, and providing daily support for computer network users.
- Provide technical assistance to office staffs as needed.
- Assist in maintaining Internet service, firewalls, and telephone systems with close coordination of Head of ICT.
- Provide basic IT support for assigned-owned devices (e.g. tablets, phones)
- Perform other related duties as required.
