Scope of Services

- Carry out field missions to visit project sites, draw independent conclusions and formulate authoritative recommendations to the borrower and the Bank.
- Identify, monitor and promote international best practices in project procurement. Analyze procurement policies, procedures, and design guidelines for their application.
- Provide technical advice in project design and execution on procurement related matters including the selection of procurement methods, handling of protests and matters of contention raised by borrowers, bidders and other Bank stakeholders.
- Provide inputs and carry out preventive reviews and ex-post supervision of Bank operations.
- Conduct training workshops for Bank staff, borrowers and third parties on all aspects of the Bank procurement policies and procedures.
- Identify performance improvement opportunities.
Activities
To fulfill the objective of this assignment, the Contractual will take up the following activities without limitation of other activities:
- Identify, monitor and promote international best practices in project procurement. Analyze procurement policies, procedures, and design guidelines and toolkits for their application.
- Lead the dialogue on strengthening of country systems and identifies areas where progress can be made towards use in the area of procurement.
- Lead and collaborate in the assessment and strengthening of borrowers’ procurement systems using internationally accepted methodologies (e.g. OECD-DAC Baseline Indicators methodology).
- Evaluate project risks and the Executing Agencies’ institutional capacity and formulate programs to strengthen such capacity.
- Carry out advisory functions for all procurement aspects of Bank projects including programming and implementation, including inter alia, misprocurement, protests and matters of contention raised by borrowers, bidders and other Bank stakeholders (e.g. Country Executive Directors), and waivers for Loan Contract provisions.
- In coordination with the Financial Specialist, prepare and maintain updated the annual fiduciary supervision plan.
- Carry out and document in the corresponding Bank systems, and in a timely manner, inspection visits to project sites, draw independent conclusions and formulate authoritative recommendations to the borrower and the Bank. Also, document and communicate follow-up actions and progress on recommendations that may arise. Supervision, in as much as possible, coordinate supervision activities with office management, Team Leaders, Financial Specialist, and other project team members.
- Design and maintain a matrix on key project procurement activities, and corresponding risks implications. Status of these activities to be readily available for administration missions, operational meetings, FMP collection of data, and other project related interactions. Prepare a quarterly status report.
- Ensure that Project Procurement Plans are up to date, and that the proper approved procedures are followed.
- Provide technical advice in the programming cycle (Fiduciary Profile and Country Programming Document) and project design and execution on procurement related matters including the selection of procurement methods, handling of protests and matters of contention raised by borrowers, bidders and other Bank stakeholders. Jointly with Financial Specialist, perform the assessments necessary to draft Fiduciary Arrangements to included in Annex III, Manual of Operations, and other implementation arrangements.
- Contribute to the Bank’s fiduciary reform activities, participating in new initiatives, including reviews of risk management, country thresholds, national systems evaluations, etc.
- Carry out preventive reviews and ex-post supervision of Bank operations.
- Conduct training workshops for Bank staff, borrowers and third parties on all aspects of the Bank procurement policies and procedures.
- All the above activities must comply with FMP’s quality and responsiveness standards.
- Formal feedback sessions on performance will be conducted at least every six months with Supervisor.
Qualifications
- Academic Degree/ Level & Years of Professional Work Experience: Master’s Degree in Business Administration, Economics, Accounting, Finance, Public Management, Law, Engineering or another relevant field. The successful candidate must have at least 5 years of relevant experience and have demonstrated the ability to work independently and in teams with Bank staff, government, and other private and public-sector officials.
- Languages: Excellent written and oral communication skills in English required. Proficiency in Spanish, or another IDB official language would be an advantage.
- Competencies: Strong analytical, quantitative, planning and organizational skills; the ability to adjust to multiple demands, shifting priorities and change; and be effective communicators.
