Under the overall authority of the IIEP Director and the direct supervision of the Head of IIEP Buenos Aires Office, the Finance and Administrative Officer will be responsible for providing high-level administrative and support services in a range of specialized areas and play a lead role withing the unit, ensuring application and compliance with the rules, regulation, policies and practices in place, with overall guidance from IIEP Administration and the Bureau of Financial Management (BFM). In particular, s/he will:
General Accountabilities
  • Advise and support the Head of Office or the designate on all administration, budget, financial, human resources, premises-related and security matters within the Office.
  • Ensure compliance with UNESCO policies, rules, regulations and procedures in terms of financial and human resources, as well as with provisions of Host Country Agreement.
  • Provide regular and ad hoc financial and human resources information to the Director of the Office, or the designate to support informed decision-making.
  • Supervise staff as required.
  • Act as the Office’s Focal Point for the safety and security of the UNESCO personnel and consultants and the UNESCO premises in the Office’s host country.
Budget and Finance Accountabilities
  • Prepare RP and EXB budget reports and communicate on them.
  • Assist and advise on planning and budgetting and recommend modifications. 
  • Prepare budget proposals and cost estimates and ensure that the data is correct.
  • Monitor and advise the Head of Office or the designate on the financial status of projects and programmes.
  • Act as Certifying Officer ensuring that financial transactions are in compliance with regulations, rules, policies and procedures. 
  • Monitor expenditures, review payments and reconcile accounts.
Human Resources Accountabilities
  • Certify HR actions in full alignment with UNESCO Rules and Regulations and HR Manual.
  • Provide explanations to staff on their rights and duties and on related administrative steps and procedures, and assist them in matters involving personnel management problems.
  • Coordinate the administration of day to day HR issues within the Office and ensure appropriate and timely follow-up with the relevant Programme Sectors, BFM and with HRM sections.

REQUIRED QUALIFICATIONS

EDUCATION

  • Advanced university degree (Masters or equivalent, e.g. from four to six years of higher education studies sanctioned by a degree inclusive of professional certifications) in Finance, Business Administration, Accounting, or related field. 

WORK EXPERIENCE

  • Minimum 2 years of progressively responsible experience with a focus on finance and/or accounting, of which preferably 1 year acquired in the UN system.
  • Experience in the use of an ERP, preferably SAP.

SKILLS/COMPETENCIES

    • Strong analytical and problem-solving skills.
    • Knowledge and understanding of UNESCO institutional mandates in the Region.
    • Ability to interpret rules and administrative guidelines and to solve routine and non-routine issues in the field of Human Resources, Finance, and budget.
    • Good communication skills (oral and written).
    • Ability to establish and maintain effective working relationships in multicultural environment with external and internal partners.
    • Ability to take initiative, establish priorities, coordinate and monitor own work plan. 
    • Discretion and maturity with ability to apply good judgment in the context of assignments given.
    • Ability to work independently with minimal supervision; Ability to work under pressure, paying close attention to detail and quality of work.
    • Excellent IT skills, including knowledge of office software such as Word and Excel.

LANGUAGES

  • Excellent/very good knowledge of Spanish and English.
