Provide technical support to the UN Trust Fund's Monitoring and Evaluation (M&E) activities at the Secretariat Level:
- Monitor and oversee the implementation of the UN Trust Fund’s M&E framework - part of the UN Trust Fund’s Strategy;
- Provide technical guidance on Results Based Management (RBM) and M&E to UN Trust Fund staff members and Focal Points in UN Women Regional/Country Offices, including conducting practical training as required;
- Develop, update and ensure the effective use of M&E-related guidance documents by relevant staff, including the M&E sections of the UN Trust Fund’s Reporting Guidelines, Baseline and Evaluation Guidelines, and the Results Chain and Results Framework Guidelines for Full-Fledged Proposals;
- Provide technical input to the development of and implementation of the M&E sections and results framework of UN Trust Fund strategies;
- Oversee and monitor the management of internal/external evaluations of UN Trust Fund Strategy and the entire evaluation process, including management of evaluators and overall coordination;
- Manage other monitoring and evaluation-related events, products, and technical assistance needs, and represent the UN Trust Fund at technical meetings;
- Manage the UN Trust Fund M&E sections in UN Women Share Point and M&E-related folders in UN Trust Fund Share drive.
Monitor, assess, analyze and produce reports about key results and achievements across grantees’ projects:
- Conduct monitoring missions on a regular basis in collaboration with UN Trust Fund staff and focal points in UN Women Regional/Country Offices;
- Ensure the coherence and effectiveness of monitoring missions on grantees’ projects conducted by the UN Trust Fund staff and UN Women focal points by providing guidance at the planning and preparation stage;
- Update the templates for monitoring missions as required and ensure that all the relevant staff in the UN Trust Fund and UN Women Offices understand and use those templates effectively;
- Ensure the quality of each mission report submitted by mission team upon the completion of their monitoring mission;
- Review and analyze the key findings from mission reports and produce a consolidated monitoring report once a year;
- Conduct meta evaluations on grantees’ final external evaluations to assess the quality of those evaluations and to generate recommendations for improvement;
- Generate critical lessons learned, impact achieved and good practices from final grantee evaluation reports and ensure their wider circulation in close collaboration with relevant team members in UNTF and UN Women;
- Through the analysis of mission reports and evaluation reports of grantees’ projects, generate key findings to contribute to the reporting requirements at the UN Trust Fund secretariat level and particularly to the UN Trust Fund’s annual report for the Commission on Status of Women and its donors;
- Maintain and update inventory of UN Trust Fund and grantee evaluations and provide inputs to internal and external stakeholders upon request.
Provide technical and coordination support to the organization and management of capacity development workshops every year for new grantees:
- Provide coordination technical support tor UN Trust Fund Capacity Development workshop for new grantees every year;
- Improve further the existing training materials (presentations and handouts) in consultation with UN Trust Fund staff and other stakeholders;
- Manage the recruitment process and supervision of consultants’ substantive work, ensuring the coherence with the UN Trust Fund M&E requirements and the needs of grantees;
- Coordinate the work of staff who are in charge of admin and logistics;
- Serve as one of the facilitators and trainers at each workshop to conduct sessions on M&E requirements and management of external evaluations and to support grantee group work;
- Ensure the follow up actions and key recommendations from workshop evaluations are implemented in a timely manner to better support grantees and to improve future workshops.
Provide technical support to shortlisted applicants and grantees to ensure the compliance with requirements on Results-Based Planning, Reporting, Monitoring and Evaluation:
- Review feedback on the Results and M&E sections of the shortlisted applicant's and grantees full-fledged proposals, as per the criteria and format developed by the UN Trust Fund;
- Provide detailed written feedback on the Results and M&E sections of grantee proposals, based on their overall quality, results-oriented nature, and technical strength vis-à-vis the overall contents of the UN Trust Fund's Annual Call for Proposals;
- Provide technical support to all UN Trust Fund Programme Specialists and grantees in the areas of results-based planning, baseline data collection/analysis, monitoring, reporting and evaluation, in accordance with the UN Trust Fund M&E guidelines and requirements;
- Assess quality of M&E work by grantees, and prepare periodic technical assessment updates and recommendations for improvements and future guidance on M&E.
Provide technical support to the RBM and M&E activities at the UN Women corporate level:
- Manage the preparation of UN Trust Fund inputs for the UN Women Annual Evaluation Report to the Executive Board every year, in collaboration with UN Trust Fund Portfolio Managers;
- Serve as the main focal point in the UN Women Corporate Evaluations to coordinate with the Evaluation Office and the UN Trust Fund staff, and to provide necessary data and documents to evaluation teams.
Contribute to the development and implementation of the UN Trust Fund's online Grants Management System (GMS) or other similar systems used/developed by the team:
- Provide substantive inputs and support to the GMS team during the requirement gathering to finalize the requirements and business flows for M&E-related modules of GMS (or other similar systems used by the team), including Evaluation module, Data Analysis Sections (canned reports, trend analysis, query builder, data representation in public facing pages);
- As a business user, assist GMS team in reviewing and providing comments on technical specification documents, the mockups and demo site for M&E-related modules, including evaluation module, to ensure that those M&E-related modules are developed in accordance with the UN Trust Fund requirements;
- Use GMS as one of the M&E tools of the UN Trust Fund and analyze the data from the evaluation module as well as Data Analysis sections to consolidate and summarize M&E work of the UN Trust Fund;
- Use the data from GMS to analyze and summarize UN Trust Fund results and trends to be used for reports and publications by the UN Trust Fund Secretariat.
Key Performance Indicators:
The key results have an impact on the overall efficiency and effectiveness in grantee’s projects/programme implementation and results management, as well as in the implementation of the UN Trust Fund's M&E framework.
- Accurate analysis and presentation of results and achievement enhances the position of the UN Trust Fund;
- Quality and timely inputs to project planning and development, reports, presentations, and other high-quality materials;
- Quality and timely inputs into trainings and tools to increase capacity of grantees on RBM to implement, monitor and deliver results;
- Quality monitoring and reporting mechanism to ensure quality of data and limit redundancy in efforts;
- Timely coordination of events as necessary;
- Quality of knowledge products, including M&E framework.
