Under the guidance and supervision of the appointed UNDP staff the incumbent  will:
  • Act as the technical focal point and project manager within the CREE team, for areas related to renewable energy (solar, energy conversion and storage, alternative energy, solar appliances, waste conversion, bio-mass, etc.);
  • Act as primary project focal point for Solar-4-Health (S4H) Project including the development and maintenance of appropriate/suitable supply and contract management systems (LTAs, contracts, rosters, etc) and management of ongoing activities related to the supply, delivery and installation of goods and services
  • Provide guidance and support to the CREE team with technical aspects of incomings requests from clients within the area of Energy and Environment;
  • Advise and support clients with the description and/or refinement of technical specifications within the area of renewable energy;
  • Liaise with technical experts (international and national staff and consultants or other business unit experts) to draft technical specifications and provide support to the technical evaluations for renewable energy solutions;
  • Conduct supply market analysis of solar solutions to understand how the market works, the direction, the competitiveness of the market, the key suppliers and the value that suppliers place on the organization;
  • Ensure wide dissemination and awareness of the existence of the UNDP Corporate LTAs of solar solutions among UNDP Business Units and assist in the development of SOP to use these;
  • Assist with and/or manage procurement process including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids, or proposals, their evaluation, submission to UNDP Compliance Review Committees, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations;
  • Carry out possible missions to client countries during renewable energy project implementation. 

Education:  
  • Advanced university degree (Master’s degree) preferably in the areas of Engineering, Renewable Energy, or similar
  • Completion of a Professional Engineering Accreditation (i.e. Association of Energy Engineers Certified Business Energy Professional, Renewable Energy Professional, or similar) required
  • Completion of certification training in public procurement is desirable (i.e. CIPS or similar).
Experience:
  • Minimum 5 years of relevant international experience in designing and/or implementing technical renewable energy solutions in developing countries is required; of which Minimum of 3 years of relevant experience (including practices) at the national or international level in procurement is desirable;
  • Experience with procurement in UN Agencies and/or developing countries is an asset
·Language:
  • Fluency in English both written and oral.  
  • Working knowledge of another UN language is a plus
