ROLE PURPOSE:
This position will lead and oversee SCI’s livelihood for refugees’ different projects strategy, planning, monitoring, and budgeting. The Project Manager is expected to fulfil the agency’s responsibilities to all stakeholders. This position holder is responsible for managing and providing technical support to several projects, funded by different donors, focusing on providing wage employment and microbusiness livelihoods opportunities for refugees. S/he will also be responsible for regular development of multiple projects with the team participation, as well as promoting accountability within the project activities. S/he will be responsible to manage the available resources to move the different livelihoods projects under her/his mandate forward. S/he will manage the projects in coordination with local organizations, government authorities, UN agencies, NGOs network, civil society and private sector where SCI operates or plans to operate the project. S/he will coordinate with the program quality team, monitoring and evaluation team and support services to ensure effective, timely project implementation.

Staff reporting to this post: 2 Senior Livelihoods Officers and 2 Officers besides leading a team of 16 to 20 staff.

KEY AREAS OF ACCOUNTABILITY:
Project Implementation:
- Lead and oversee the implementation of SCI’s livelihoods for refugee different projects ensuring high quality deliverables are developed and implemented and fulfil our obligations to stakeholders at all levels;
- Manage multi-donor funded projects across the livelihoods for refugees component;
- Provide leadership and strategic direction to the different livelihoods for refugees projects; focusing on integrating between the different projects to meet long- terms goals and objectives;
- Directly supervise a team composed of 2 senior officers and 2 officers besides overseeing the work of other field staff members; ensure synergy amongst the sectors and that delivery is cost effective and integrated;
- Provide technical support to the livelihoods team; and contribute in developing the livelihoods for refugees strategy to work on achieving long-term objectives;
- Oversee the output and targets of multiple projects;
- Ensure that the different projects operate as per the work plans, budget, timeline and M&E system as designed;
- Conduct regular field visits to supervise the projects’ activities;
- Support the development of the project design and implementation to ensure the different projects achieve concrete, measurable livelihoods results that lead to positive changes in the lives of the beneficiaries;
- Monitor timely and effectively programme implementation and expenditures of the different projects on a monthly, quarterly, semi-annual and annual basis and ensure developing timely and quarterly technical and financial reports as per the different donors’ requirements;
- Ensure that projects activities are implemented in line with SCI’s policies and procedures, and adhering to donor requirements and guidelines;
- Ensure Child Safeguarding standards are understood and met in liaison with the Child Safeguarding focal point;
- In coordination with the Prorgam Manager, maintain close communication and coordination with the designated SC Member Technical Advisor for the project;
- Maintain close communication and coordination with other project managers and programme team.
Reporting and documentation
- Compile concise quantitative and qualitative reports on a monthly basis, case studies, etc.
- Develop quality monthly, quarterly and annual reports as per the donor requirements and guidelines.;
- Collaborate actively with the Programme Quality (PDQ) and Monitoring, Evaluation, Accountability and Learning (MEAL) teams; solicit advice and feedback and work with the teams during project design, and MEAL planning.
Budgeting
- Oversee and assume budget holders responsibilities of the different budget lines allocated for the livelihoods for refugees projects ensuring that delivery of activities is cost effective;
- Prepare financial plans directly linked to work plans;
- Prepare and regularly update budget for the entire grant cycle of each grant;
- Ensure the timely and efficient spending of the different projects funds per the approved plans and keep up-to-date records of project expenses;
- Ensure that projects follow the different donors and Save the Children’s budget utilization guidelines.
Partnerships/Networks
- Develop and foster relationships with partners, government authorities, private sector and other actors to ensure continued support for SCI programmes and enlist their support and assistance in working toward achieving sustainable and replicable program models;
- Responsible for engaging partners in strategy planning and building their capacity for innovation;
- Advocate that other service providers and organizations act in best interest of livelihoods beneficiary.
OTHER RESPONSABILITIES:
- Participate in strategic planning, meetings and events;
- Facilitate and arrange events and visits related with the program.

EXPERIENCE AND SKILLS:
Essential
- Bachelor’s degree in development related fields;
- Minimum of 5-7 years of experience in development/humanitarian aid.
- Previous experience in livelihoods projects for youth
- Proven history of project management including program design, budgeting, implementation and monitoring and evaluation administration
- Strong organizational and administrative skills.
- Leadership Experience within development context
- Enough experience in capacity development of governmental and nongovernmental partners
- Highly developed interpersonal and communication skills including influencing and negotiation;
- Comfortable with high levels of ambiguity and able to take decisions independently in fluid context;
- Fluency in English and Arabic (spoken and written) is required;
- Experience with refugee/marginalized communities;
- Commitment to SCI’s values and Child Safeguarding policy.
Desirable
- Master’s degree is desirable
- Strong knowledge of livelihoods programming for refugees is desirable
- Familiar with African refugee context in Egypt and associated political/cultural sensitivities.
