Duties and Responsibilities
Under the supervision of the Senior Special Assistant to the Prosecutor and in close collaboration with the Human Resources Section of the Registry, the incumbent is responsible for the following tasks:
- Advise the Prosecutor and senior management of the Office of the Prosecutor (OTP) on all HR related matters, including application of HR policies, Staff Rules and Regulations, job classification and performance management;
- Represent the OTP in consultations on HR matters with other Organs of the Court; participate in inter-organ HR working group for preparation of HR Administrative Instructions and other related policies;
- Monitor and evaluate recruitment and placement related activities in the OTP, including job classifications of new posts, drafting vacancy announcements, evaluating applications and participating in interviews;
- Collaborate with the OTP Legal Advisory Section (LAS) in reviewing staff appeals and disciplinary cases;
- Coordinate and analyse the Office’s annual learning needs; prepare the annual training plan for approval by the Executive Committee (ExCom), and monitor its timely implementation;
- Provide advice and mediate as necessary in work related conflicts;
- Participate in training sessions/briefings as required.
Essential Qualifications
Education:
An advanced university degree in Human Resources, Social Sciences, Public Business Administration or any other relevant field from a recognized university. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.
Experience:
At least 5 years of progressively responsible professional experience in the area of Human Resources (seven years with a first level university degree), preferably in an international environment.
Knowledge, skills, and abilities:
- A good knowledge of HR policies and procedures, and the ability to apply sound judgement in decision making;
- Excellent inter-personal and diplomacy skills to collaborate with stakeholders within and outside the OTP;
- Excellent communication skills – both written and verbal;
- Strong organisational skills;
- Discretion and flexibility;
- Familiarity with the UN common system and the ICC Staff Rules and Regulations would be considered a strong asset;
- Ability to work in a non-discriminatory manner, with respect for diversity;
- Professional and personal integrity.
Knowledge of languages:
Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other working language is preferable. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered as an additional asset.
