The anticipated socio-economic impacts of the nexus of sea-level rise, coastal erosion and regular coastal flooding are largely negative and potentially disastrous for coastal communities. These factors are likely to have most impacts in the most densely populated areas such as the coastal areas of the County Montserrado (hosting the capital city Monrovia), with large numbers of poor people. They are likely to destroy properties, rural infrastructures (markets, roads, centres, clinics),  land and  livelihood equipment (boats, mobile market stands, stoves, etc). Quite simply, the poor people have nowhere to go and no way to protect their personal and community belongings.
 In this light, UNDP has received a grant from the Global Environment Facility to complement Government’s effort in addressing the impact of coastal erosion in the New Kru Town coastline especially the D-Tweh area.
Under the overall guidance and supervision  of the Program Manager, the engineer  will substantially contribute to the programmatic development and implementation of the Montserrado
Duties and Responsibilities
  • In consultation with the Project Manager, manage the implementation and monitoring of the Montserrado county coastal  project,
  • Provide top-quality expertise in the field of engineering, including assessment and evaluation of project  to the UNDP, County Office and Government,
  • Ensures timely and effective coordination of all engineering activities of the project with other relevant departments of UNDP, relevant UN Agencies, donors, Government and concerned international and national organizations.
  • Support the Country Office and Government in establishing synergies and partnerships with others actors (national and international) on integrated coastal management issues at the strategic, technical and operational levels;
  • Provide technical proposals, quality of construction materials Compile, analyze and disseminate lessons-learned and experience gained from on-going construction activities;
  • Perform quality control function of  construction projects of the Montserrado county coastal project, including assessing impact and effectiveness, tracking outputs and results, and ensure timely and efficient delivery of project outputs through a client-satisfaction approach;
  • Assess the impact and effectiveness of the projects through regular monitoring  with national and international counterparts and stakeholders through regular field visits,
  • Contribute to the preparation of reports (quarterly, annual and donor) project documents and submissions by providing information, preparing tables and drafting relatively routine sections.  Prepare background information for use in discussions with partners and other organizations
  • Participate in the CO’s Pillar meetings, providing regular updates and feedback on progress of Projects and;
  • Do environmental impact assessment and advise accordingly;
Perform any additional tasks as requested by the Supervisor

Required Skills and Experience
Education:
Master’s degree (or its equivalent) preferably in civil engineering or the equivalent combination of bachelor’s degree with 7 years’ experience in a related area.

Experince:  
  • At least 5 years’ work experience in Liberia or related post-conflict setting with substantial direct experience on coastal construction projects.
  •  Detailed knowledge familiarity of reconstruction process in Liberia ;
  • Experience working on a coastal project or in coastal communities;
  • Experience in development work, partnerships building and resource mobilization.
  • Experience in design, monitoring and evaluation of coastal construction projects.
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems and advanced programmes for data analysis.
  • Experience in donor report writing an asset;
Prior experience within the United Nations, in particular UNDP, is desirable but not a requirement.

Language Requirements :
Strong written and spoken English skills. Knowledge of additional UN languages is desirable.
