Context:
Since June 2014, IOM has been successfully implementing multi-layered emergency response projects funded by the European Commission for Humanitarian Aid and Civil Protection (ECHO), under which over 140,000 individual Internally Displaced Persons (IDP) were reached with life-saving assistance in the first phase of the project. The key focus of the project’s second phase will be on the direct provision of integrated emergency response support in the Central Region of Iraq, including Non-Food Item (NFI), Water, Sanitation and Hygiene (WASH), Shelter, and Camp Coordination and Camp Management (CCCM) actions. To further strengthen emergency operational response across Iraq, direct service provision will be enhanced by the inclusion of Communications with Communities (CwC) and Displacement Tracking Matrix (DTM) units throughout the project.
Under the overall supervision of IOM Chief of Mission, the direct supervision of the Senior Emergency & Programme Coordinator, and in close coordination with Programme Managers of the Shelter, NFI, CCCM, CwC, and DTM units, the successful candidate will be responsible and accountable for managing, implementing, monitoring, reporting, and developing forthcoming projects falling under the umbrella of the IOM ECHO emergency response project portfolio.
Core Functions / Responsibilities:
- Manage the overall implementation of the ECHO Phase II Emergency Response project in a timely manner and be responsible for its financial, administrative, and technical oversight in line with IOM policies and practices as well as donor requirements.
- In coordination with Technical Programme Managers, ensure the timely start-up of the various phases or components of the project, including Supply Chain Management (SCM), Shelter, NFI, WASH, CCCM, CwC, and DTM actions.
- Ensure that a resilience perspective is integrated in assessment, planning, implementation and monitoring of emergency response and humanitarian relief activities.
- Monitor all aspects of project implementation within the position’s portfolio, follow up on logistical and administrative arrangements, identify problems, and propose actions to expedite the delivery of outputs. Analyze progress and implementation reports and identify and document significant project events, decisions, problems, or deviations.
- Coordinate with programmatic and support staff and consultants involved in the ECHO project.
- Develop and maintain strong and regular liaison with project partners through the establishment of international and local networks of relevant actors aimed at facilitating information exchange, implementation of activities, and collection of best practices. In particular, regularly coordinate with ECHO-funded partners active in integrated emergency response actions in the Central Region of Iraq, including UNHCR, UNICEF, WFP, the Danish Refugee Council (DRC), and the Norwegian Refugee Council (NRC).
- Oversee IOM involvement in the Rapid Response Mechanism (RRM) as a provider of emergency aid as well as an Operational Distribution Partner on behalf of UN agencies and other included organizations. Coordinate with partners, assist in the development of service agreements and other administrative arrangements, monitor field actions, and report to partners and ECHO regarding project results.
- Represent IOM at relevant seminars and meetings, as well as other evens aimed at promoting IOM’s image and activities. In particular, attend all bi-lateral and group meetings convened by ECHO representatives in Iraq. Upon request, support program staff at National or Sub-National Cluster/Working Group meetings relevant to the actions of the ECHO project.
- Develop and maintain strong donor liaison to ensure proper and consistent information exchanges and updates take place.
- Prepare donor and other reports on all operational aspects of the project between IOM, donors, project partners, and other stakeholders. Draft project revisions, including adjusting project budgets on the basis of changed work plans. Prepare and collate general and specific information on project activities as requested by donors/external parties, IOM Missions, Headquarters Units, and other internal counterparts.
- In coordination with the Mission’s Project Development and Support Unit (PDSU), develop monitoring tools and processes to track implementation of activities, achievement of results, and financial expenditures. Special attention will be given to the development of IOM remote management actions as the situation on the ground and resulting UN Department of Safety and Security (UNDSS) policy limits staff presence in the Central Region of Iraq.
- In coordination with PDSU, lead the development for upcoming ECHO-related projects including drafting, formulating, and editing new project proposals, and participating in negotiations with donor representatives.
- Oversee the implementation of the project’s public information activities to ensure donor’s visibility strategy is adhered to and implemented in a timely fashion.
- Undertake duty travel relating to project implementation, monitoring and assessment, liaison with counterparts, and problem solving. In particular, plan, attend, and produce required reports for contractually required field monitoring visits in the Central region of Iraq.

Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Humanities, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in programme management, project development and implementation; preferably related to Shelter/CCCM, providing assistance to vulnerable groups, community development and/or post-conflict issues;
• Knowledge and/or field experience in the areas of coordination, shelter, disaster risk reduction, management and humanitarian reform;
• Experience in shelter related activities, preferably in displacement situations;
• Experience in liaising with governmental authorities, and with other national and international institutions;
• Experience working and implementing projects and advocacy tools on disaster risk reduction constructions preferred;
• Previous working experience in the region is an advantage.
Languages
Fluency in English is required. Working knowledge of Arabic or any local language is an advantage.

With possible relocation to Baghdad.
