Context:
Under the overall guidance of the Chief of Mission in coordination with the Deputy Chief of Mission/Senior Emergency and Programmes Coordinator, direct supervision of the Head of Programme Development and Support Unit (PDSU), and in close coordination with the Programme Managers of the Mission, the successful candidate will oversee the Monitoring and Evaluation (M&E) aspects of all IOM programmes and projects in Iraq and assist in their relevant and effective implementation, in line with the specific donors’ requirements.
Core Functions / Responsibilities:
  1. Develop the overall framework for Project Monitoring and Evaluation in close coordination including the preparation of monthly, quarterly or annual programmes/projects reviews, participatory impact assessments, process and operations monitoring, real-time, mid-term and final evaluations and lessons-learned workshops, while ensuring that monitoring and evaluation arrangements comply with donor agreements.
  2. In collaboration with Programme/Project Managers, operational teams and implementing partners, ensure compliance with quantitative and qualitative monitoring requirements to provide relevant information for monitoring and evaluation of programme/project activities, and for complying with regular reporting requirements.
  3. Guide the process for identifying the key performance questions, indicators and parameters for monitoring programmes/projects performance and achievements, for comparing it to purposes and targets, and for preparing evaluations; design the format for performance reports;
  4. Design, test and regularly review the information and data collection tools ensuring the compliance with relevant monitoring and reporting requirements; Guide the information and data collection process in coordination with the monitoring and reporting focal points;
  5. Draft, compile and/or review monitoring reports, analyze them and identify the causes of potential bottlenecks in project implementation and necessary corrective actions; ensure the regular sharing of M&E findings with relevant stakeholders in the Mission and other IOM offices and departments, and that monitoring data are discussed in the appropriate forum in a timely manner, also in terms of implications for future action.
  6. Produce regular monitoring reports to be shared with external stakeholders such as donors and coordinate with the Public Information (PI) with regards to utilization of the outputs of M&E findings in PI materials. Ensure that evaluation reports are made available to main stakeholders and donors, and when relevant are made public.
  7. Participate in and contribute to the United Nations Development Assistance Framework (UNDAF) process to ensure that the IOM programmes/projects planning and achievements are reflected and updated in a timely manner based on a Results Based Management (RBM) framework approach.
  8. Select, contract, guide and supervise organizations/firms that are sub-contracted to implement special surveys and studies required for monitoring and evaluating programmes/projects and to conduct evaluations (outcome, impact evaluations in particular). Ensure that all service providers’ contracts include specifications for the regular internal monitoring and reporting systems and adequate contractual obligations. Identify M&E staff that the project might need to perform those tasks.
  9. Participate in missions commissioned by external partners and donors and facilitate access to M&E data to relevant stakeholders. Undertake regular visits to the field in coordination with project managers to support implementation of M&E and to identify where adaptations/corrections might be needed.
  10. Support the project development and donor reporting through elaboration and revision of the programmes/projects log frame/result matrix on a continuous basis, provide inputs in the areas of the objective hierarchy, indicators and monitoring mechanisms.
  11. Undertake duty travel to Iraq, as required.
  12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political Science, Social Science, Statistics or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Substantial experience in project implementation and management, preferably with experience
in the field of research, monitoring and/or evaluation;
• Proven experience with logical framework approach and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), planning and implementation of M&E systems, facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders, information/data analysis and report writing;
• Solid understanding of post-conflict environment and community development, with a focus on participatory processes and joint management;
• Experience in M&E system design, data processing and computers with familiarity in Results
Based Management (RBM) framework are highly desirable.
Languages
