Responsibilities
Participates in the development and implementation of the Vehicle Establishment Program in accordance with the decisions of the Mission's Vehicle Establishment Committee and the current Department of Peacekeeping Operations/Department of Field Support policies and directives on the acquisition, receipt, distribution and utilization of the surface transport fleet;
Participates in the development and implementation of Standard Operating Procedures (SOP) for surface transport operations in a field mission; Determiners in consultation with supervisor, technical specifications for goods and services, reviews responses to bids and conducts technical evaluations to ensure that vendor's proposals meet technical requirements; Supports Road Safety Initiatives/programs; Participates in monitoring quality control/quality assurance procedures ensuring they are implemented and plans as well as work processes comply with the established regulatory regime. Assists the Chief Transport Officer in the preparation of the Section's Financial Year Budget and subsequent budget performance reports. Continuous and aggressive monitoring of budgeted expenditures; progressive reporting processes as dictated by UMOJA and IPSAS; planned and budgeted expenditures and spending in keeping with the annual Acquisition Plan;
Coordinates extensively with other Regional UN entities. Noting that the Transport Section provides related services to Regional Missions and Agencies such as UNSCOL, UNTSO,UNDOF, OSE, UNOPS, UNGSC, UNSCO, UNFICYP, UNMAST etc. Processes, follows up and reviews actions related to the administration of the Section's human resource activities. Ensuring timely performance appraisals; assessing job classification reviews; planning and monitoring the Section's training activities in accordance with UN Regulations and procedures while respecting the Organization's initiatives on Gender Balance;
Keeps financial control / tracking of Transport deliveries and accounts. Processing of Low Value Acquisitions (LVAs), Long Term Agreements (LTAs), MOD, Purchase orders (POs) and Business Partners Accounts (BPAs) contracts and invoices in line with approved budget; Manages the Section's petty cash fund through the UMOJA accounting and finance roles; Participates in various field mission Administrative bodies such as the Local Committee on Contracts, Vehicle Establishment Committee, Traffic Safety Committee and Boards of Inquiry as appropriate; Responsible for the management of the Transport Section's staffing table; Supervises personnel under area of responsibility and evaluates staff performance. Ensures compliance with UN policies on the workplace safety and environment protection; Coordinates the Section's annual Work Plans and performance assessments; Creates sales order, service orders and cost allocation as cost recovery methods to seek cost reimbursement based on LoUs, LoAs, MoUs and MoAs with Regional missions and Agencies; Supports the development and implementation of the Transport Section's Training Plan; coordinates with UNHQ/UNGSC training courses, workshops and other related training activities; Perform any other function as required by the Chief Transport Officer or the Officer-in Charge;

Advanced university degree (Master's degree or equivalent) in Business Administration,economics, logistics, transport management or mechanical engineering is required. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree
Work Experience
A minimum of two years of progressively responsible experience in transport operations,movement control, multi-modal transportation, logistics management or a related field is required. For applicants with first level of recognized university degree, a minimum of four years of progressively responsible experience in transport operations, movement control, multi-modal transportation, logistics management or a related field is required.Training in the planning, coordination and control of large vehicle fleet operations is required. A valid driving license is required. Experience in a supervisory position directly related to the coordination of complex surface transport operations in the international environment is desirable. Experience in quality management is desirable. Experience in international operations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another UN official language is desirable.
